Sr. Policy Writer

Copper River Technologies is seeking an experienced and highly skilled Sr. Policy Writer to provide expert analysis, guidance, and strategic insights for a broad range of defense-related functions. The Sr. Policy Writer will support senior executives across Executive Branch agencies, Military Departments, and other DoD organizations, providing critical support in strategy formulation, resource planning, and policy execution. The ideal candidate will have extensive experience working with DoD organizations, possess a superior ability to communicate at the highest levels, and offer innovative solutions to complex challenges. This position is on site at the Mark Center in Alexandria, VA.

 

Responsibilities (include but are not limited to):

  • Demonstrate a comprehensive understanding of the responsibilities, functions, and operations of all DoD organizations, including OSD, the Joint Staff, the Military Departments, and Defense Agencies.
  • Serve as an expert advisor to senior executives within the DoD, the Executive Branch, and other government agencies on strategic planning, resource management, and policy formulation.
  • Conduct high-level analyses of complex issues, integrating diverse factors, and providing assessments that inform the decision-making process.
  • Articulate and represent DoD policy positions to senior leadership, effectively communicating strategic recommendations.
  • Develop, coordinate, and implement plans and policies that enhance the operational effectiveness of DoD functions.
  • Assist in drafting high-caliber decision documents for DoD senior executives based on detailed analyses of enterprise-wide issues.
  • Analyze and provide recommendations to improve various administrative functions, including human resources, budget development and execution, logistics, facilities management, administrative security, and contract management.
  • Lead and support multiple complex projects, ensuring objectives are clearly defined and resources are effectively integrated to achieve critical end-states.
  • Provide creative and actionable solutions to resolve complex senior management challenges, using in-depth knowledge of DoD operations and policy.
  • Assist with organizational responsibility development and coordination to ensure alignment with the strategic priorities and goals of the organization.
  • Facilitate communication and collaboration among various stakeholders to achieve DoD objectives and deliver on high-priority initiatives.

Essential Job Requirements:

  • Clearance:
    • Must possess a Secret security clearance.
  • Education/Certifications:
    • Master's Degree or equivalent in a relevant field. 
  • Required Knowledge/Experience:
    • A minimum of 20 years of experience within the DoD, OSD, and WHS, with in-depth knowledge of organizational structures, policies, and decision-making processes.
    • Proven expertise in conducting high-level analyses of complex defense-related issues, with the ability to integrate multiple factors into actionable recommendations.
    • Extensive experience supporting senior DoD leadership and engaging with high-level audiences across various governmental agencies.
    • Demonstrated ability to develop and execute strategic plans, including resource allocation, risk management, and policy formulation.
    • Experience in drafting and presenting high-level decision documents for senior executives, ensuring clarity and alignment with organizational goals.
    • Ability to work on and lead multiple multi-faceted projects, balancing competing priorities and meeting critical deadlines.
  • Skills & Competencies:
    • Expert communication skills, both verbal and written, with the ability to effectively communicate complex ideas and policy positions to senior leaders and diverse audiences.
    • Strong analytical and critical thinking abilities, capable of tackling complex and multifaceted problems.
    • In-depth understanding of DoD policies, procedures, and strategies, particularly in the areas of resource management, logistics, budget, and operations.
    • Ability to foster collaboration and provide leadership in multi-stakeholder environments to achieve desired outcomes.
    • Skilled in translating complex analysis into clear, actionable plans and decisions.
    • Experience in leading or supporting organizational improvement initiatives, with a focus on streamlining operations and enhancing efficiency.
