Instructional Systems Designer
Coho Consulting Group is seeking a skilled Instructional Systems Designer (ISD) provides end-to-end instructional design support to leadership development and Organizational Development (OD) initiatives within a federal environment. This role is responsible for designing, developing, and evaluating high-quality learning solutions across multiple delivery methods, including instructor-led training (ILT), virtual instructor-led training (vILT), and asynchronous eLearning. The ISD applies established instructional design methodologies to ensure training solutions are aligned to organizational goals, improve workforce capability, and deliver measurable learning outcomes. This position is onsite at the Mark Center in Alexandria, VA.
Responsibilities (include but are not limited to):
Curriculum Design & Development
- Design and develop engaging learning experiences, including courses, workshops, and seminars aligned to leadership and OD priorities
- Apply instructional design methodologies (e.g., ADDIE) to create structured, outcome-based training programs
- Develop content for multiple delivery formats, including ILT, vILT, and eLearning modules
- Translate complex organizational concepts into clear, engaging instructional content
Training Collateral Development
- Develop comprehensive facilitator guides, participant workbooks, job aids, handouts, and technical user guides
- Create presentation materials and visual aids to support instruction and learner engagement
- Ensure all materials are consistent, professional, and aligned to organizational branding and standards
- Incorporate adult learning principles and interactive elements into all deliverables
Training Lifecycle Management
- Conduct needs assessments and collaborate with stakeholders to define learning objectives and requirements
- Develop curriculum maps and learning paths aligned to workforce development goals
- Support implementation of training programs, including coordination with facilitators and stakeholders
- Evaluate training effectiveness through feedback, assessments, and performance metrics; recommend improvements
Essential Job Qualifications and Requirements:

- Education and Certifications:
- Bachelor’s degree in Instructional Design, Education, Human Capital, or related field (or equivalent experience)
- Required Experience:
- 5–8 years of experience in instructional design, training development, or organizational development support
- Experience supporting federal or DoD training environments, particularly leadership or workforce development programs
- Required Skill and Competencies
- Knowledge of instructional design methodologies (e.g., ADDIE, adult learning theory, Kirkpatrick evaluation model)
- Experience designing training for multiple delivery methods (ILT, vILT, eLearning)
- Strong writing and content development skills, including technical and instructional writing
- Proficiency in Microsoft Office (PowerPoint, Word) and familiarity with eLearning authoring tools (e.g., Articulate, Captivate)
- Ability to conduct needs assessments and translate requirements into structured learning solutions
- Strong communication and stakeholder engagement skills
- Ability to manage multiple projects and deliver high-quality products on schedule
