Role Overview

We are seeking a site-based Safety Officer to monitor, enforce, and promote HSE compliance across data center construction projects.

The role focuses on safe execution of high-risk activities, site inspections, hazard identification, permit-to-work control, contractor compliance, and promoting a strong safety culture in mission-critical construction environments.

Key Responsibilities

  • Monitor daily site activities to ensure compliance with project HSE requirements.
  • Conduct regular safety inspections and identify unsafe acts and conditions.
  • Enforce Permit to Work procedures for high-risk activities.
  • Verify contractor compliance with approved method statements, risk assessments, and safety procedures.
  • Support toolbox talks, safety inductions, and workforce awareness sessions.
  • Verify LOTO implementation, energy isolation controls, and electrical safety practices.
  • Monitor lifting operations, hot works, work at height, confined space activities, and housekeeping.
  • Track and close safety observations, non-conformances, and corrective actions.
  • Identify risks related to sequencing, site logistics, and multi-contractor interfaces.
  • Escalate major safety concerns and stop unsafe work when necessary.
  • Support emergency preparedness activities, drills, incident reporting, investigations, and root cause analysis.
  • Maintain accurate HSE records, including incidents, near misses, and safety observations.
  • Coordinate with contractors, supervisors, and project teams on safety-related matters.
  • Participate in HSE meetings, coordination sessions, and safety reviews.

Qualifications

Essential Requirements

  • Bachelor’s degree or diploma in Occupational Health & Safety, Environmental Science, Engineering, or a related discipline.
  • Site HSE supervision experience in construction environments.
  • Strong knowledge of health, safety, and environmental requirements on active construction sites.
  • Experience with Permit to Work systems and high-risk activity controls.
  • Familiarity with LOTO, energy isolation, and electrical safety practices.
  • Ability to conduct safety inspections, audits, and compliance checks.
  • Experience in incident reporting, investigation, and root cause analysis.
  • Strong communication skills with the ability to challenge unsafe practices professionally.

Nice to Have

  • NEBOSH, IOSH, OSHA, or equivalent HSE certification.
  • Data center or mission-critical project exposure.
  • Hyperscale or colocation facility experience.
  • GCC construction project experience.
  • Experience in MEP- and electrical-heavy project environments.
  • Exposure to live site or phased handover environments.
  • Familiarity with ISO 45001, OSHA standards, and local HSE regulations.

Core Competencies

  • HSE Site Supervision – Ability to monitor site activities and enforce safe systems of work.
  • Hazard Identification – Strong capability in identifying risks, unsafe acts, and unsafe conditions.
  • High-Risk Activity Control – Experience monitoring lifting, hot works, work at height, confined spaces, and electrical works.
  • Compliance and Reporting – Skilled in inspections, observations, corrective actions, and HSE documentation.
  • Contractor Coordination – Able to coordinate with contractors and site teams to maintain safety standards.
  • Safety Culture – Ability to promote awareness, accountability, and proactive safety behavior on site.
