We are seeking an accomplished and highly motivated Project Lead to lead a multidisciplinary team of engineers performing comprehensive technical reviews of Standard Operating Procedures (SOPs), Emergency Operating Procedures (EOPs), and Method of Procedures (MOPs) for mission-critical data center facilities in the Kingdom of Saudi Arabia.
The Project Lead will serve as the primary technical and project coordination lead, ensuring that procedure reviews are completed on schedule, meet client expectations, and comply with applicable Saudi Arabian regulations, client standards, and industry best practices.
The ideal candidate will have extensive experience supporting mission-critical facilities, data center operations, commissioning, facility engineering, operational readiness, or critical infrastructure, with the ability to lead technical teams and manage complex deliverables in a fast-paced client environment.
You will play a key role in ensuring the safe, reliable, and compliant operation of mission-critical facilities by overseeing procedure reviews, coordinating technical resources, resolving issues, managing deliverables, and serving as the primary interface with client stakeholders.
RESPONSIBILITIES
- Lead and coordinate a multidisciplinary team of Mechanical, Electrical, and Safety Engineers performing reviews of SOPs, EOPs, and MOPs for mission-critical data center facilities.
- Develop project execution plans, schedules, resource assignments, deliverable trackers, and reporting tools to ensure effective project delivery.
- Monitor project progress, track milestones, manage priorities, and ensure client commitments are achieved on time and to the required quality standards.
- Identify project risks, technical issues, resource constraints, and schedule challenges, and develop mitigation strategies to ensure delivery objectives are maintained.
- Facilitate regular project meetings with internal teams, engineering staff, leadership, and client representatives.
- Serve as the primary point of contact for assigned projects, coordinating technical meetings with client operations, engineering, and facility management teams.
- Provide technical guidance during the review of SOPs, EOPs, and MOPs to ensure procedures are accurate, practical, safe, and aligned with operational requirements.
- Ensure procedures accurately reflect current facility configurations, operating philosophies, system redundancies, and site-specific requirements.
- Review engineering comments and recommendations for technical accuracy, consistency, completeness, and alignment with review criteria.
- Resolve technical conflicts and ensure standardized application of review methodologies across all facilities and disciplines.
- Perform final quality reviews of deliverables before client submission, ensuring comments, revisions, and technical recommendations are properly addressed.
- Ensure reviewed procedures support the safe and reliable operation of mission-critical infrastructure, including medium- and low-voltage electrical distribution, utility service and switching, UPS systems, standby generators, Automatic Transfer Switches (ATS), chilled water systems, cooling towers, Computer Room Air Handlers (CRAH), pumps, valves, Building Management Systems (BMS), and Electrical Power Monitoring Systems (EPMS).
- Verify procedures appropriately address Lockout/Tagout (LOTO), Permit-to-Work requirements, Personal Protective Equipment (PPE), electrical safety, arc flash hazards, isolation and verification requirements, emergency response procedures, and operational risk mitigation.
- Ensure procedure reviews comply with Saudi Arabian regulatory requirements, client standards, and applicable international codes and standards adopted by the project.
- Establish quality review processes for project deliverables, ensuring document revisions are properly controlled, traceable, and aligned with client expectations.
- Monitor review quality, provide coaching to engineering staff, and support continuous improvement of technical review methodologies and standards.
- Present review findings, technical recommendations, project updates, risks, and deliverable status to client stakeholders and project leadership.
- Support the resolution of client comments and facilitate the final acceptance of the document.
- Assign workloads, monitor team performance, provide technical leadership and mentorship, and promote collaboration, accountability, safety, and operational excellence.

QUALIFICATIONS
Required qualifications:
- 10+ years of experience supporting mission-critical facilities, data center operations, commissioning, facility engineering, operational readiness, critical infrastructure, or related technical environments.
- 5+ years of project management, program management, or technical team leadership experience leading complex engineering or operations projects.
- Bachelor’s degree in Mechanical Engineering, Electrical Engineering, or a related engineering discipline.
- Demonstrated experience reviewing, developing, approving, or managing SOPs, EOPs, and MOPs for mission-critical or critical infrastructure facilities.
- Strong operational knowledge of mission-critical electrical and mechanical systems, including electrical distribution, switching, UPS systems, standby generators, ATS, chilled water systems, cooling towers, CRAH units, pumps, valves, BMS, and EPMS.
- Experience leading multidisciplinary engineering teams and coordinating technical deliverables across mechanical, electrical, safety, operations, and facility management disciplines.
- Strong understanding of mission-critical facility operations, maintenance strategies, operational risk management, and system redundancy principles.
- Working knowledge of safety and operational requirements, including LOTO, Permit-to-Work, PPE, electrical safety, arc flash hazards, isolation procedures, emergency response, and operational risk mitigation.
- Familiarity with applicable mission-critical industry standards, codes, and operational best practices, including ASHRAE, NFPA, ISO, IEC, Uptime Institute Tier Standards, TIA-942, BICSI, and applicable international building, fire, energy, and local authority requirements.
- Ability to review complex operational procedures, identify gaps or risks, and provide clear technical recommendations.
- Strong project planning, coordination, organizational, and reporting skills.
- Excellent communication and stakeholder management skills with the ability to engage client representatives, leadership, technical teams, and facility operations teams.
- Ability to manage multiple priorities while maintaining high-quality deliverables in a fast-paced, client-focused environment.
- Proficiency in Microsoft Office Suite, including Excel, Word, PowerPoint, and Outlook.
Preferred qualifications:
- Direct experience supporting mission-critical facilities in Saudi Arabia or the wider GCC region.
- Experience working on hyperscale or colocation data center operations.
- Experience serving as a Commissioning Authority (CxA), Owner’s Engineer, Owner’s Representative, or client-side technical lead.
- Professional Engineer (PE), Chartered Engineer status, or equivalent professional registration.
- Experience managing operational procedure review programs for mission-critical facilities.
- Experience with commissioning, startup, facility engineering, maintenance, operational readiness, document control, and technical procedure development.
- Experience managing multi-site programs or portfolio-level technical deliverables.
- Professional certifications such as PMP, CAPM, CDCP, Uptime Institute Accredited Tier Specialist (ATS), NFPA 70E, OSHA 30-Hour Construction or General Industry, or relevant client-specific operational training.
