We are looking for a driven and capable Senior Document Controller to support major data center and telecommunications infrastructure programs in KSA. This role will be responsible for building, administering, and maintaining a structured technical document management system covering engineering drawings, equipment manuals, O&M procedures, operating procedures, and related technical records across the facility lifecycle.
The ideal candidate has strong document control experience within mission-critical, telecom, or large-scale infrastructure environments, with the ability to consolidate documentation from multiple sources, manage strict version control, and ensure technical records remain complete, current, accurate, and readily retrievable.
This is a hands-on, site-based role focused on technical document management, version control, document sourcing, revision tracking, records retrieval, EDMS administration, and documentation governance.

RESPONSIBILITIES
- Design, build, and maintain a structured technical document management system for engineering drawings, equipment manuals, O&M manuals, operating procedures, and related technical documentation.
- Define and enforce document numbering, classification, file-naming conventions, folder structures, metadata standards, and access controls across technical document types and disciplines.
- Retrieve, collect, consolidate, and register technical documentation from designers, EPC contractors, equipment vendors, OEMs, commissioning teams, and other document originators.
- Track outstanding technical documentation against equipment and system delivery schedules, following up with originators to close documentation gaps.
- Verify completeness and accuracy of received documentation packages, including drawings, manuals, datasheets, test certificates, and supporting records, before filing and registration.
- Maintain rigorous version control across all technical documents, ensuring only current and approved revisions are in active use.
- Manage revision histories and audit trails for controlled documents, including initiation, review, approval, supersession, archival, and traceability records.
- Coordinate document updates resulting from equipment upgrades, retrofits, system modifications, design changes, firmware updates, technical bulletins, or equipment revisions.
- Build and maintain a complete equipment manual library across mechanical, electrical, fire/life-safety, BMS, and controls systems, mapped to asset registers where applicable.
- Maintain as-built and current design drawing sets across mechanical, electrical, fire protection, controls, and related disciplines.
- Ensure superseded drawings and documents are clearly archived, retired from active use, and traceable for audit and reference purposes.
- Respond to internal and client requests for technical documentation retrieval within agreed turnaround times.
- Support operations, maintenance, commissioning, and engineering teams by providing accurate access to current-revision documents.
- Produce periodic reports on documentation completeness, outstanding items, revision currency, and technical library status.
- Administer the document control platform or EDMS, including user access, workflows, version control settings, and document control processes.
- Continuously improve document control standards, repository structure, and document management processes to support scalability across project phases.
QUALIFICATIONS
Required qualifications:
- Bachelor’s degree or diploma in Engineering, Information Management, Document Control, Business Administration, or a related field.
- 7–10 years of document control experience.
- Minimum 3 years of experience managing technical documentation, including engineering drawings, equipment manuals, O&M manuals, operating procedures, or related technical records on mission-critical, telecom, or large-scale infrastructure programs.
- Proven experience building, administering, or maintaining structured document management systems using documentation from multiple sources.
- Experience in retrieving, consolidating, verifying, and controlling documents from designers, contractors, vendors, OEMs, commissioning teams, and other originators.
- Demonstrated experience managing version control, revision histories, audit trails, superseded documents, and document updates driven by equipment upgrades, design changes, or system modifications.
- Strong working knowledge of EDMS platforms such as Aconex, SharePoint, BIW, Procore, or similar systems.
- Working familiarity with structured numbering, classification systems, file-naming conventions, metadata standards, and document lifecycle management.
- Ability to manage technical documentation across mechanical, electrical, fire/life-safety, BMS, controls, and related facility systems.
- Ability to support operations, maintenance, commissioning, and engineering teams with timely retrieval of accurate current-revision documents.
- Working familiarity with ISO 19650, ISO 9001 documentation practices, document lifecycle management, and technical records governance.
- Fluent in Arabic and English, written and spoken.
- Exceptional attention to detail and ability to operate within strict version-control and document control discipline.
- Strong organizational, prioritization, follow-up, reporting, and communication skills.
- Ability to maintain site presence and commute between project locations within KSA as required.
Preferred qualifications:
- Document control certification, such as CDCS, CDCP, or equivalent.
- Prior experience managing technical documentation for a telecom operator, government entity, or PIF-affiliated client in Saudi Arabia.
- Experience supporting hyperscale, colocation, data center, mission-critical facility, telecom, or major infrastructure technical libraries.
- Experience building a document management system from a fragmented or incomplete documentation baseline.
- Experience with commissioning-stage document handover, O&M manual compilation, asset documentation, or technical library closeout.
- Experience managing vendor/OEM documentation updates related to firmware, technical bulletins, equipment revisions, upgrades, or retrofits.
- Saudi national or transferable iqama preferred.
