Overview

DLH is seeking a Program Manager to lead day‑to‑day program management, strategy, governance, and customer engagement for a complex program. The Program Manager coordinates across multiple task areas to operationalize enterprise cloud services, drive automation and measurement, and deliver a unified customer experience across Microsoft Azure and AWS environments.

The Program Manager provides overall direction of program activities; manages and maintains contractor interface with senior levels of a federal agency; and consults with customer and contractor personnel to formulate and review task plans and deliverables. This role ensures execution excellence through adherence to schedules, costs, and contractual terms and collaborates with marketing on business development.

Responsibilities

  • Oversee all aspects of project execution, from initiation through completion, ensuring alignment with organizational goals.
  • Lead and manage cross-functional teams responsible for large projects or significant segments of complex engagements.
  • Evolve and document cloud business processes and maximize automation across onboarding, migration, and operations.
  • Lead Agile delivery planning and cadence.
  • Serve as liaison with cloud service providers (CSPs) and coordinate with government stakeholders to ensure a seamless customer experience.
  • Establish monitoring/measurement frameworks and dashboards.
  • Provide weekly and monthly status reporting to Government stakeholders.
  • Develop cost/ROI analyses to support migration and modernization decisions; recommend prioritization approaches.
  • Collaborate with technical teams and stakeholders to integrate AI capabilities into new or existing products, ensuring scalability and alignment with project objectives.
  • Continuously improve customer experience by simplifying intake, increasing automation, and creating self‑service service consumption patterns.
  • Mentor cross‑functional teams (contractor and Government) to strengthen delivery discipline, quality, and transparency.

Qualifications

  • Bachelor’s degree (or 4 additional years of relevant experience in lieu of degree).
  • 10+ years leading strategic transformation and technical delivery projects/programs of similar scope and complexity.
  • Demonstrated stakeholder engagement with ability to define requirements/user stories, set success criteria, and manage evolving priorities across a multi‑project program.
  • Proven backlog maintenance/grooming experience and proficiency with Jira (or similar tools).
  • Experience managing varying‑sized teams delivering both strategic consulting and multi‑team tactical execution.
  • Strong written and verbal communication skills including executive‑ready briefings and reporting.
  • Must be able to obtain a Public Trust clearance.

Preferred Qualifications

  • Experience managing IT programs for agencies such as HHS or CDC
  • Built/maintained an enterprise cloud Service Catalog and product roadmaps for platform services.
  • Led automation initiatives across onboarding, migration, operations, and cost optimization; experience coordinating with IT/Security stakeholders.
  • Designed and operated metrics dashboards (TCO, reliability, availability, health) to inform decisions and report outcomes.
  • Understanding of enterprise DevSecOps practices and patterns for high availability and disaster recovery in Azure/AWS environments.
  • Familiarity with federal security and compliance (e.g., NIST RMF, ATO, Rolling ATO, Zero Trust, IAM, vulnerability/patch management).
