Developer – Ops and Sustainment
Responsibilities and Duties
- Design, develop, test, deploy, and maintain enterprise applications and APIs supporting Operations and Sustainment activities.
- Develop and enhance Landing Page capabilities, user-facing applications, and portal solutions that improve customer access to information and services.
- Design, develop, and maintain User Management applications and services supporting authentication, authorization, provisioning, and account management functions.
- Develop and support User Management APIs and integrations to facilitate secure identity and access management across enterprise systems.
- Develop and maintain integrations with Okta APIs to support identity federation, single sign-on (SSO), multi-factor authentication (MFA), and user lifecycle management.
- Design, develop, and support Search APIs and search capabilities to improve data discovery, content retrieval, and user experience.
- Develop and maintain SEDIT API integrations and associated backend services.
- Support dependency management and application interoperability across multiple systems, platforms, and services.
- Develop and maintain applications supporting PAA and related operational and business functions.
- Participate in all phases of the Software Development Lifecycle (SDLC), including requirements analysis, design, development, testing, implementation, and sustainment.
- Develop RESTful APIs, microservices, web services, and backend application components supporting enterprise operations.
- Create and maintain application interfaces between internal systems, cloud services, identity providers, databases, and third-party platforms.
- Perform unit testing, integration testing, regression testing, and defect remediation activities.
- Troubleshoot and resolve software defects, performance bottlenecks, API failures, and integration issues.
- Collaborate with business analysts, system administrators, cybersecurity personnel, and stakeholders to deliver effective technical solutions.
- Support application releases, upgrades, deployments, and patch management activities.
- Implement secure coding practices and support remediation of identified security vulnerabilities.
- Develop and maintain technical documentation, architecture diagrams, API specifications, and operational procedures.
- Participate in code reviews and promote software engineering best practices, coding standards, and quality measures.
- Support operational sustainment activities, including incident management, problem resolution, system monitoring, and continuous improvement initiatives.
Basic Qualifications
- Bachelor's degree in Computer Science, Information Technology, Information Systems, Software Engineering, or a related discipline.
- Minimum of four (4) years of software development experience.
- Experience developing, testing, deploying, and maintaining enterprise software applications and APIs.
- Experience with web application development, RESTful services, API development, and system integration.
- Experience supporting identity and access management solutions, user authentication, or user management capabilities.
- Familiarity with Okta, OAuth, OpenID Connect, SAML, or other identity federation technologies.
- Experience developing and supporting database-driven applications.
- Proficiency in one or more programming languages such as Java, C#, .NET, JavaScript, TypeScript, Python, or similar technologies.
- Experience working with relational databases, SQL development, and data integration concepts.
- Knowledge of Software Development Lifecycle (SDLC) methodologies and development best practices.
- Experience using source code management tools such as Git, GitHub, GitLab, or Azure DevOps.
- Strong analytical, troubleshooting, and problem-solving skills.
- Excellent written and verbal communication skills.
- Ability to work independently and collaboratively in a team-oriented environment.
- U.S. Citizen.
- Ability to obtain and maintain a DHS Suitability determination, Public Trust, Secret, or higher security clearance as required by the contract.
Preferred Qualifications
- Experience supporting Department of Homeland Security (DHS) and/or Cybersecurity and Infrastructure Security Agency (CISA) programs.
- Experience supporting Landing Page, User Management, User Management API, Okta API, Search API, SEDIT API, Dependency Management, PAA, or similar enterprise applications.
- Experience developing and integrating APIs within large-scale enterprise environments.
- Familiarity with identity and access management platforms, authentication services, and customer-facing portals.
- Experience supporting operations and sustainment contracts for mission-critical applications.
- Experience with Agile, DevOps, DevSecOps, CI/CD pipelines, and automated deployment tools.
- Familiarity with cloud platforms such as AWS, Microsoft Azure, or Google Cloud Platform.
- Knowledge of federal cybersecurity requirements, including FISMA, NIST RMF, and Zero Trust principles.
- Experience with ServiceNow, SharePoint, Power Platform, or other federal enterprise platforms.
- Relevant certifications such as Okta Certified Professional, Microsoft Certified: Azure Developer Associate, AWS Developer Associate, Security+, Certified Scrum Developer (CSD), or equivalent technical certifications.
