  • Develop a strong understanding of the mission, applications, technologies, architectures, interfaces, dependencies, and delivery priorities across the portfolio.
  • Coordinate cross-team technical activities, integration points, risks, dependencies, decisions, and sequencing requirements through resolution.
  • Promote consistent engineering processes, technical standards, quality expectations, documentation practices, and delivery discipline across teams.
  • Review significant requirements, technical approaches, designs, and implementation plans to identify risks, conflicts, gaps, and cross-team impacts.
  • Facilitate technical discussions among Government leadership, Product Leads, delivery teams, mission stakeholders, and program leadership.
  • Translate stakeholder needs into clear system-level requirements, technical options, and actionable implementation guidance.
  • Support portfolio planning, backlog prioritization, milestone readiness, technical sequencing, and delivery risk management.
  • Proactively identify and communicate technical issues, delivery risks, delays, and team alignment concerns, escalating significant matters to Program Management when appropriate.
  • Maintain sufficient technical depth to assess solution approaches, identify risks and dependencies, support technical decision-making, facilitate technical discussions, and ensure documentation and requirements are aligned with deliver and production readiness needs.
  • Use Atlassian products to support requirements management, workflow standardization, traceability, dependency tracking, reporting, and process improvement.
  • Coordinate and quality review Weekly Activity Reports and other required technical or program deliverables.
  • Help ensure teams remain aligned, milestones are achieved, cross-team issues are resolved, and Government leadership receives timely and reliable technical information.

Required Qualifications:

  • Bachelor’s degree in a technical discipline and twenty (20) years of Systems Engineering experience on programs of similar scope and complexity. Twenty-five (25) years of experience may be substituted for a bachelor’s degree.

  • Experience providing senior technical leadership across multiple applications or delivery teams while collaborating with Government stakeholders, Product Leads, technical leads, software development teams, and users to define and implement technical solutions.
  • Ability to identify and manage technical risks, dependencies, integration impacts, and cross-team issues.
  • Experience reviewing requirements, technical approaches, designs, and documentation for quality, completeness, and alignment.
  • Ability to support delivery planning, milestone readiness, prioritization, and issue resolution.
  • Sufficient technical depth to evaluate solution approaches, participate effectively in technical exchanges, challenge assumptions, identify risks, and support sound technical decision-making across development, integration, testing, deployment, and sustainment activities.
  • Experience with Jira and Confluence for requirements, documentation, reporting, and cross-team coordination.
  • Strong written and verbal communication skills, including the ability to brief technical and non-technical stakeholders.
  • Ability to work independently, exercise sound judgment, and quickly understand unfamiliar systems, technologies, and business processes.

If you believe you belong to any of the categories of protected veterans listed below, please indicate by making the appropriate selection. As a government contractor subject to the Vietnam Era Veterans Readjustment Assistance Act (VEVRAA), we request this information in order to measure the effectiveness of the outreach and positive recruitment efforts we undertake pursuant to VEVRAA. Classification of protected categories is as follows:

A "disabled veteran" is one of the following: a veteran of the U.S. military, ground, naval or air service who is entitled to compensation (or who but for the receipt of military retired pay would be entitled to compensation) under laws administered by the Secretary of Veterans Affairs; or a person who was discharged or released from active duty because of a service-connected disability.

Voluntary Self-Identification of Disability

Form CC-305
OMB Control Number 1250-0005
Expires 04/30/2026

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
