Chief Cloud & Compute Engineer

Hybrid role – 1 day per week in office. Candidates must live in Pennsylvania and be willing to work hybrid. Local to Harrisburg strongly preferred.


Overview:
The Chief Cloud & Compute Engineer is responsible for assisting in the oversight, planning, directing, evaluating, and controlling the technology and operations of the Operations Directors and associated staff engaged in Enterprise Cloud and Compute Operations. This role ensures that cloud and compute technologies align with organizational vision, strategy, and roadmap, while meeting agency and external customer requirements and service levels.


Duties and Responsibilities:

  • Lead the Cloud and Compute Architecture and Engineering Team, providing strategic direction and alignment with best-practice policies for design, delivery, and management of enterprise cloud and compute systems and services.

  • Establish and align enterprise technology needs and standard offerings with CIO and CTO strategy and vision.

  • Interpret technology and market trends to assist leadership with enterprise technology foundations and product roadmaps.

  • Build a unified, collaborative team culture across IT organizations and agencies.

  • Foster and maintain a customer-oriented environment; ensure metrics are tracked to showcase the value of enterprise cloud and compute operations and drive continual service improvement.

  • Provide day-to-day direction to a matrixed organization supporting enterprise, agencies, and external customers.

  • Develop, measure, and maintain core cloud and compute operations KPIs, reports, dashboards, and executive summaries.

  • Monitor environment effectiveness and service delivery against SLA/KPI targets, driving continuous optimization.

  • Facilitate development of continuity of operations and business continuity plans to ensure resilience and rapid recovery.

  • Establish operational standards for infrastructure resiliency, disaster recovery, and continuity planning.

  • Determine the balance between short-term and long-term initiatives supporting cloud and compute operations.

  • Manage projects related to the design, implementation, and management of cloud and compute systems to optimize resource utilization.

  • Develop business cases, justifications, and cost-benefit analyses for technology spending and optimization initiatives.

  • Create and document standards, objectives, policies, processes, and procedures supporting cloud and compute operations.

  • Proactively resolve technical problems in a cost-effective manner.

  • Evaluate design and implementation of enterprise cloud and compute services to ensure scalability and capacity for agency and customer needs.

  • Assess and communicate incidents, risks, and investments related to cloud and compute operations.

  • Approve, prioritize, and execute design, implementation, and operational project activities aligned with enterprise portfolios.

  • Define and communicate policies, standards, and procedures for the design and operation of cloud and compute systems and services.

  • Establish performance measurement standards and evaluate staff performance.

  • Identify and mitigate risks within cloud and compute operations.

  • Support executive leadership in planning, performance measurement, and evaluation of cloud and compute initiatives.

  • Lead the ongoing adoption and maturity of ITSM processes within the organization.

  • Demonstrate measurable annual improvement in relevant ITSM metrics for the Bureau.

  • Travel as required, including overnight stays.


Required Skills and Experience:

Leadership & Strategy

  • Proven experience leading Cloud & Compute Architecture/Engineering teams in a large enterprise or public-sector environment.

  • Ability to align technology strategy, standards, and roadmaps with CIO/CTO vision and enterprise objectives.

  • Success managing matrixed organizations supporting enterprise functions, agencies, and external customers.

  • Demonstrated ability to foster a unified, customer-oriented IT culture across distributed teams.

Service Management & Operations

  • Hands-on leadership in ITSM process design, adoption, and maturation (incident, problem, change, knowledge, service catalog).

  • Demonstrated improvement in ITSM metrics and service performance.

  • Experience developing and reporting SLA/KPI metrics for cloud and compute services, including executive dashboards.

Cloud Architecture & Platforms

  • Extensive experience designing, deploying, and managing solutions across major public cloud providers:

    • AWS: EC2, VPC, IAM, S3, CloudFormation, CloudWatch

    • Azure: VMs, VNets, Resource Manager, Monitor, Security Center

  • Proficiency in hybrid and multi-cloud architectures, including interconnectivity, workload migration, and policy enforcement.

  • Expertise in IaaS and PaaS design, cost optimization, performance tuning, and security hardening.

  • Experience implementing cloud governance frameworks, including tagging, RBAC, and compliance controls.

  • Familiarity with sovereign or government cloud environments (AWS GovCloud, Azure Government).
