Job Summary:
The Knowledge Management SME — Support Agreements is the central hub for the interagency agreements and knowledge assets that govern a Department of Defense (DoD) medical supply chain resilience program. These include memorandums of understanding (MOUs), memorandums of agreement (MOAs), service-level agreements (SLAs), and other support agreements. This position works across DoD and federal interagency partners to ensure data-sharing agreements, operational roles, and policy frameworks are documented, current, and accessible to decision-makers.
Responsibilities and Duties:
- Draft, coordinate, and manage interagency and intra-agency support agreements (e.g., stockpile management and data-sharing agreements with federal partners) in accordance with governing DoD instructions
- Ensure each support agreement defines resource commitments, funding, and performance metrics
- Research and define acceptable terms, standards, and processes for partnerships, including intake and evaluation processes for prospective industry partners
- Manage the full lifecycle of support agreements
- Build automated workflows to track routing status, monitor expirations, and keep stakeholders ahead of renewals and renegotiations
- Design, build, and maintain a centralized knowledge portal (e.g., SharePoint) with intuitive taxonomy, version control, and role-based access control (RBAC)
- Enforce CUI handling procedures for sensitive program information
- Draft and finalize data-sharing and interconnection security agreements in coordination with data science and government IT stakeholders
- Ensure legal and policy guardrails are in place before external data streams are integrated
- Facilitate After Action Reviews (AARs) after operational disruptions and crisis response drills, and translate lessons learned into actionable improvements
- Capture tacit knowledge from subject matter experts and convert it into formal standard operating procedures (SOPs) to reduce knowledge loss from personnel turnover.
Qualifications and Skills:
- Bachelor's degree in business administration, public administration, information/knowledge management, or a related field
- Minimum of five (5) years of professional experience in knowledge management, interagency agreement management, or program support within DoD or federal agencies
- Proficiency with SharePoint, including workflow automation (e.g., Power Automate), document libraries, and version control
- Working knowledge of CUI handling requirements and RBAC principles
- Excellent written and verbal communication skills, including the ability to brief senior government stakeholders
- US citizenship and an active Secret security clearance
Preferred Qualifications
- Direct experience drafting and staffing interagency support agreements under DoDI 4000.19 (e.g., DD Form 1144)
- Certified Knowledge Manager (CKM) or equivalent KM certification
- Experience with federal health or logistics agency agreements and governance
- Familiarity with secure government cloud environments and interconnection security agreement processes
- Experience facilitating AARs and developing SOPs
