The Summer Olympic and Paralympic Games will be hosted in Los Angeles, California in 2028, returning to the United States for the first time in over 30 years. 2028 will be the first time LA hosts the Paralympic Games, creating an opportunity to expand awareness, understanding and inclusion of people with disabilities.

The LA28 organizing committee is an independent, non-profit organization that is privately funded and governed by a board of directors.

Director, Workforce Planning:

The Director, Workforce Planning will be responsible for the overall planning, integration, and delivery of an optimized workforce and operation for the LA28 Olympic and Paralympic Games. This role will develop and execute strategic workforce plans that align with the organization’s lifecycle headcount needs, ensuring seamless coordination across paid staff, volunteers, and contractor workforce groups. 

This leader will collaborate across functions to create an integrated workforce strategy and support the development and implementation of workforce systems and operational plans. Additionally, they will play a key role in workforce risk management, workforce engagement, and contractor workforce integration to ensure a successful and efficient workforce model leading into the Games.  

This role will report to the Vice President, Talent & Workforce. 

Key Responsibilities:

Strategic Workforce Planning & Integration 

  • Develop and integrate the strategic and operational workforce plan to align with LA28’s workforce strategy.
  • Facilitate organization-wide workforce planning reports, ensuring clarity on workforce composition (paid, volunteer, and contractor).
  • Serve as the lead workforce stakeholder in workforce planning and operations, representing workforce needs across functions.
  • Ensure workforce planning strategies promote equitable access and inclusion for all workforce types (paid, volunteer, contractor). 

Workforce Operations & Delivery 

  • Ensure effective scheduling and rostering for both paid and volunteer workforce by functional areas.
  • Oversee the design and execution of workforce event-time operational plans, including workforce services such as uniforms, catering, transport, accreditation, welfare, and accommodation.
  • Lead workforce risk and issue management, ensuring mitigation strategies are in place to address workforce challenges. 

Workforce Systems & Process 

  • Define scope and requirements for workforce systems, ensuring alignment with workforce journey requirements.
  • Oversee testing, training, and implementation of workforce technology systems both pre-Games and Games-time.
  • Develop workforce policies, toolkits, principles, and procedures to support a seamless workforce experience.
  • Partner with key stakeholders to ensure barrier-free workforce policies that support individuals of all backgrounds, abilities, and experiences. 

Contractor Workforce & Shared Services Management 

  • Develop and oversee a contractor engagement program, ensuring proper workforce integration and alignment with LA28’s operational needs.
  • Create and manage the shared services team responsible for processing volunteers from recruitment to mobilization. 

Games-Time Workforce Operations 

  • Lead the Main Operations Centre (MOC) Workforce Desk, ensuring workforce coordination and issue resolution during the Games.
  • Support the execution of workforce plans across venues and operational areas. 

Background & Qualifications:

  • 7-10 years proven experience in workforce planning, operations, and integration within major events, sports, entertainment, or large-scale organizations.
  • Experience leading cross-functional workforce strategies for paid staff, volunteers, and contractors.
  • Strong background in workforce technology systems, scheduling, and rostering.
  • Demonstrated ability to develop and execute large-scale workforce operational plans.
  • Previous experience working on Olympic, Paralympic, or major global events is highly desirable. 

Physical Requirements and Working Conditions:

  • This role requires extended periods of computer use and virtual collaboration, with occasional travel to venue sites and workforce operations centers.
  • Ability to walk and stand for extended periods during Games-time operations, including navigating large event venues and workforce centers.
  • Capability to work in a fast-paced, high-pressure environment, particularly in the lead-up to and during the Games.
  • Must be available for non-traditional work hours, including evenings, weekends, and holidays, as needed to support workforce operations.
  • May require lifting and transporting materials, such as workforce equipment and operational documents, up to 25 lbs. 

Education:

  • Bachelor’s degree in human resources, operations management, business administration, event management, or a related field, desired but not required, or equivalent work experience

Expectations:

  • Strong project management skills with the ability to manage multiple priorities in a fast-paced environment.
  • Excellent stakeholder management and ability to work collaboratively across diverse teams.
  • Data-driven approach to workforce planning with experience in workforce analytics and reporting.
  • Commitment to Diversity, Equity, Inclusion, and Belonging (DEIB) in workforce strategy and planning.

The annual base salary range for this position is $150,000.00 - $170,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
