Senior Manager, Mapping & Spatial Solutions:

LA28’s Sr. Manager, Mapping & Spatial Solutions will lead the special data strategy and mapping operations for the LA28 Olympic & Paralympic Transportation Team in coordination with other Functional Areas (FAs). This role will manage geospatial planning, data integration, and visualization to support venue access, traffic management, emergency response, and stakeholder coordination across city, county and regional transportation agencies. The role requires complex collaboration across LA28’s FAs and external partners while maintaining credibility and ensuring key milestones are metLA28’s Sr. Manager, Mapping & Spatial Solutions Vice President, Transportation while working closely with staff across LA28’s Functional Areas.

Key Responsibilities:

  • Lead the development and implementation of a comprehensive ArcGIS based mapping and spatial solutions system for Olympic and Paralympic transportation operations (and the intersection of additional functional area requirements). 
  • Manage the creation and maintenance of geospatial data sets for all competition and non-competition venues, transportation hubs, routes, and critical infrastructure. Coordinate the development of these data sets with other functional area mapping and geospatial data needs and document this process in anticipation of a broader geospatial functionality across FAs.  
  • Oversee map production and scenario modeling for athlete movements, public transit, road closures, parking and pedestrian flows. 
  • Coordinate GIS data sharing and alignment with internal & external partners, including the development of internal-facing geospatial tools to coordinate operational planning across FAs.  
  • Direct the development of web-based interactive maps and dashboards for real-time operational decision making. 
  • Supervise GIS analysts and partners, ensuring high-quality outputs and adherence to deadlines. 
  • Establish metadata standards, build data governance protocols, define required system integrations, and ensure system scalability for peak operations, alongside LA28’s Technology team 
  • Provide spatial analysis and visualization support for planning workshops, stakeholder briefings, and public communications 
  • Prepare meeting materials, agendas, minutes, and presentation decks to support the development and refinement of venue transportation plans and systems. 
  • Participate and/or provide materials for meetings with key public agency partners and Federal/State agency staff to obtain funding for critical Games transportation needs. 
  • Assist in providing progress reports and updates to LA28 leadership and/or the IOC or IPC related to mapping requirements. 
  • Conduct field reviews and participate in site testing and evaluations for specific components of venue transportation plans and systems. 

Background & Qualifications:

  • A strong knowledge of transportation planning and operations, with a clear track record of successfully coordinating with multiple agencies and stakeholders to deliver complex transportation projects using geospatial tools. 
  • Direct experience managing, delivering, and/or operating transportation operations and/or special event traffic management systems at the local level utilizing geospatial tools. 
  • Strong business acumen with exceptional strategic thinking and project management skills. 
  • Aptitude for prioritizing and planning multi-stakeholder initiatives, providing direction when needed, empowering others, and removing obstacles to get work done. 
  • Ability to create effective relationships, influence, and collaborate at all organizational levels and across all partner groups. 
  • Strong verbal and written communication skills with the ability to educate others on complex technical concepts, and to lead, facilitate, and present to large and small groups. 
  • Ability to gather and assess data and produce technical reports and/or slide decks. 
  • Proficiency in ArcGIS, Microsoft Outlook, Excel and PowerPoint required. 

Physical Requirements and Working Conditions 

  • Typically works in an office environment 
  • Occasional field activities will require walking and/or climbing stairs 
  • Some tasks may require participating in early morning meetings (e.g., 7:00am or earlier) and/or late afternoon meetings (e.g., 6:00pm or later). Occasionally this role will join other leaders in evening dinners and/or receptions. 

Position Requirements:

Education:

  • A Bachelor’s degree in transportation planning or engineering, urban planning, or related field/equivalent work experience. 
  • 9+ years of relevant experience in transportation planning, design, construction, operations, and/or maintenance, particularly as a part of a major event delivery entity, public transportation agency capitol program and/or annual work plan, or similar field preferred. Direct experience in geospatial mapping, data analysis, and data management using ArcGIS preferred, with 5+ years of experience managing discrete projects and/or tasks within an organization.

The annual base salary range for this position is $115,000-130,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
