The Summer Olympic and Paralympic Games will be hosted in Los Angeles, California in 2028, returning to the United States for the first time in over 30 years. 2028 will be the first time LA hosts the Paralympic Games, creating an opportunity to expand awareness, understanding and inclusion of people with disabilities.

LA28, the organizers for the 2028 Olympic and Paralympic Games in Los Angeles, is on a mission to create an unparalleled Games experience for athletes, fans, partners, our community and our people. The 2028 Olympics and Paralympics will represent LA and leverage the strength of our community’s creativity as we collectively work to design a Games that we all want to be a part of. We do this by focusing on people and by inviting everyone into the story of the LA28 Games.

The LA28 organizing committee is an independent, non-profit organization that is privately funded and governed by a board of directors.

Director, Legacy Works

The VNI (Venue Infrastructure) team plays a critical role in delivering competition and non-competition venues that are functional, innovative, and fully accessible for the Olympic and Paralympic Games. As part of the larger Games Planning & Delivery group, the VNI team ensures that all venues are designed and developed with the highest standards for functionality, sustainability, and inclusion. 

We are seeking an experienced leader in permanent infrastructure development to oversee the planning, design, and construction of legacy capital works projects associated with the Olympic and Paralympic Games. The successful candidate will have a proven track record in managing large-scale, complex infrastructure and construction programs across multiple sites, and leading multidisciplinary teams of architects, engineers, and project managers. This role requires strategic leadership, expert-level project governance, and the ability to deliver long-term infrastructure outcomes that will serve communities well beyond Games-time. Experience working across public and private sector stakeholders and within high-performance environments is essential.

The ideal candidate will demonstrate a strong willingness to learn, adapt quickly to evolving priorities, and possess exceptional project organization and management skills. They will consistently embody LA28’s core values and behaviors in both their conduct and the quality of their work.

Key Responsibilities:

Strategic Leadership

  • Hire, train, and mentor staff, with a focus on developing high-performing teams that can deliver legacy works projects on time and within budget.
  • Directly oversee design, engineering, and project delivery sub-functions, ensuring alignment with long-term objectives.
  • Develop and manage the relevant department’s budget, including tracking of multi-year infrastructure investment programs and implementation plans.
  • Transition to manage the delivery of temporary infrastructure work at a venue or cluster of venues.

 Masterplan Strategy & Design Development

  • Lead the development of a strategic business plan for legacy works and infrastructure delivery, including budget forecasting, workforce planning, and risk mitigation strategies.
  • Oversee the detailed design process for all legacy venues (competition and non-competition), ensuring all plans are feasible, code-compliant, and aligned with future Games and legacy use.
  • Manage and oversee cross-disciplinary teams of architects, civil and structural engineers, and urban planners to deliver coordinated, sustainable, and future-ready infrastructure.
  • Establish a robust design and delivery review and approvals process in collaboration with internal stakeholders, city authorities, and regulatory bodies.

Cross-Functional Collaboration 

  • Foster strong partnerships with key functional areas (e.g., Sport, Government, Sustainability) to ensure legacy works meet both Games-time and long-term community needs.
  • Collaborate with venue partners to integrate Games infrastructure within broader infrastructure frameworks.
  • Engage with the IOC, IPC, and other strategic partners to secure approvals and ensure alignment of infrastructure development with Olympic Movement sustainability and legacy goals.
  • Maintain tight coordination with the Infrastructure Program Management Office and Engineering department to align planning, procurement, and construction timelines for all permanent infrastructure assets.

Background & Qualifications:

  • Minimum 8+years of relevant industry experience, preferably with 5 years of leadership experience in construction
  • Experience with architecture and design programs – training as an architect is not required but direct experience overseeing and managing design development is required
  • Experience working with a diverse range of stakeholders and proven success at building excellent working relationships
  • Experience working with senior executives across multiple functional areas
  • Excellent leadership skills with track record of people development and revenue achievement
  • Demonstrated commitment to co-creation and collaborative decision-making
  • Experience in centering accessibility and universal design in venue development processes, with an emphasis on the needs of athletes, employees, and attendees with disabilities
  • Extremely detail-oriented with excellent organizational skills
  • Strong communication, team building, and interpersonal skills
  • Well-developed problem-solving skills and ability to work independently to resolve issues
  • Fluent working with Office suite products including Microsoft Excel and PowerPoint
  • Self-starter with experience in defining tasks, seeking feedback, and evolving work where applicable
  • A collaborative mindset; someone who prioritizes the team and fosters a culture of high performance without ego
  • An innovative viewpoint, challenging the status quo and thinking ahead to future years of the Movement
  • Ability to implement and manage change effectively

 

Physical Requirements and Working Conditions

  • Occasional Travel (up to 15%) - Site or Venue visits may be required to assess needs of Design, Construction Management or Deployment teams 
  • The position is in Los Angeles with in-person attendance required 
  • The LA28 office is an open floorplan working environment; employees must be able to work efficiently in an open cubicle environment 
  • The majority of work will be conducted in an office setting, requiring extended periods of time using computers, phones, and other office equipment.

Position Requirements:

Education:

  • Bachelor’s Degree Required or equivalent work experience.  Preference given to candidates with backgrounds in space planning, architecture and design, event and games planning

Expectations:

  • Ability to work independently and adapt to changing priorities in a fast-paced environment.
  • Ability to think critically and discern the right course of action with little guidance.

The annual base salary range for this position is $126,000.00 - $180,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
