The Summer Olympic and Paralympic Games will be hosted in Los Angeles, California in 2028, returning to the United States for the first time in over 30 years. 2028 will be the first time LA hosts the Paralympic Games, creating an opportunity to expand awareness, understanding and inclusion of people with disabilities.

The LA28 organizing committee is an independent, non-profit organization that is privately funded and governed by a board of directors.

Head of Workforce Operations:

The Head of Workforce Operations will play a pivotal role in the operational planning and execution of Games Time workforce services across all competition and non-competition venues for the Olympic and Paralympic venues. Reporting to the Senior Director Games Time Workforce and Volunteers, this role is responsible for leading the Workforce Operations team through the strategic planning phase and into executable, venue-specific operations. This includes coordinating staffing models, workforce services, scheduling, and logistics for paid staff, contractors, and volunteers. The ideal candidate has strong experience in workforce or operations planning in large-scale events and excels at navigating complexity and collaboration. 

Key Responsibilities:

  • Leadership & Strategy 
    • Lead the Workforce Operations team responsible for planning and delivery of workforce services across all LA28 venues.
    • Serve as the senior operational partner to the Sr. Director of Games Time Workforce and Volunteers, helping drive tactical operational readiness and workforce service delivery.
    • Develop and implement scalable models, tools, and operational frameworks to support workforce mobilization at the venue level.
  • Operational Oversight
    • Oversee development and validation of workforce services across all LA28 venues.  
    • Drive venue readiness through coordination of onboarding, training, credentialing, uniforms, shift fulfillment, and workforce services in collaboration with other operational Functional Areas.
    • Ensure operational plans are translated into actionable venue-level workforce plans with clear responsibilities, deliverables, and milestones.
  • Games Time Execution
    • Serve as a central point of collaboration and communication for the preparation of Games Time workforce delivery across venues, coordinating with Event Venue Management and relevant Functional Area (FA) leads to ensure adequate and responsive workforce services (e.g. Food and Beverage, Technology, Transport etc).
    • Resolve cross-venue workforce operational challenges and act as point of escalation for venue Workforce Operations Leads.
  • Cross-functional Integration
    • Work closely with teams such as Accreditation, Uniforms, Workforce Systems, Volunteer Program, and Training to ensure operational alignment.
    • Represent Workforce Operations in planning meetings, working groups, and integration sessions with Games Operations and Venue Planning teams.
  • People Management
    • Manage, mentor, and lead a team of Workforce Operations Leads assigned to different venue clusters.
    • Promote professional development, team cohesion, and performance accountability. 

Background & Qualifications:

  • 7+ years of workforce operations, venue delivery, or event management experience, including direct team leadership. 
  • Prior experience leading planning and execution of complex, multi-site live events or major sporting events. 
  • Experience managing large, diverse workforce populations including volunteers, contractors, and paid staff. 

Physical Requirements and Working Conditions:

  • This role will commence in-office at the LA28 DTLA location. However, frequent site visits are likely required in the lead up to Games Time delivery. 
  • Individuals should be able to demonstrate a capacity to lead in an operational environment (including, but not limited to, shift-work, evening and weekend commitments, on-the-ground operations) 

Education:

  • Bachelor’s degree (or equivalent experience); fields such as business administration, operations, event management, or HR preferred.

  • Strategic thinker with strong execution and operational planning skills. 
  • Excellent leadership, stakeholder management, and decision-making capabilities. 
  • Highly organized, adaptable, and experienced in fast-paced, high-stakes environments. 
  • Proficient in workforce management systems, scheduling tools, and data-driven planning.

The annual base salary range for this position is $105,000 - $150,000. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
