Senior Manager, Arrival and Departure Systems

Reporting to the Head of Arrivals and Departuresthe Sr Manager, Arrival and Departure Systems leads the end-to-end configuration, integration, and operational delivery of the ADS platform for the Olympic and Paralympic Games. The role ensures accurate and timely arrival and departure data for accredited stakeholders (e.g., NOCs/NPCs, IFs, Media, IOC/IPC, Marketing Partners, and dignitaries) and coordinates seamlessly with Transport, Accommodation, Accreditation, Technology, and Delivery Partners. This position blends system ownership, data governance, stakeholder enablement, and Games-time operational excellence. 

The Arrivals & Departures Senior Manager builds and mentors a high-performing team, drives readiness across all phases (configuration, data collection, data management, and operations), and maintains robust reporting and risk controls to guarantee a world-class arrivals and departures experience. 

Key Responsibilities:

ADS Platform Ownership 

  • Lead the configuration, administration, and performance of the ADS application across events and phases.
  • Define role-based access, user provisioning, and controls for Back Office Admins, custom users, Responsible Organizations (ROs), Delivery Partners, and observers.
  • Establish and enforce data standards, validation rules, change controls, and audit trails. 

Data Governance & Reporting 

  • Lead data collection windows, verification workflows, and evolution/change management.
  • Build operational dashboards and predefined reports for ROs and internal functions (arrivals lists, transfer manifests, change logs).
  • Ensure data accuracy, timeliness, and completeness to inform daily operations and readiness reviews. 

Stakeholder Services Enablement 

  • Serve as the primary ADS point of contact for ROs and Delivery Partners; design onboarding, training, and help resources.
  • Tailor system use and reports to stakeholder needs (NOCs/NPCs, IFs, Media, IOC/IPC, Marketing Partners).
  • Maintain a service excellence mindset that builds trust and reduces friction. 

Operational Planning & Games-Time Delivery 

  • Translate ADS outputs into operational planning with Transport/Accommodation/Accreditation and venue teams.
  • Lead readiness exercises, tabletop scenarios, and contingency plans for peaks (first-arrival waves, delegations, dignitaries).
  • Run daily operations rhythms during Games-time: issue triage, service recovery, and escalations. 

Team Leadership & Performance 

  • Manage a cross-functional ADS team (coordinators, analysts, system specialists).
  • Set priorities, coach for outcomes, and drive continuous improvement and documentation.
  • Foster collaboration, clarity, and accountability across all subteams. 

Governance, Risk & Compliance 

  • Maintain security, privacy, and compliance controls for participant data.
  • Operate formal risk registers, mitigations, and escalation paths, report status and recommendations to the Head of AND.
  • Contribute to post Games lessons learned and legacy planning. 

Background & Requirements:

  • 7+ years leading complex operational systems or large-scale programs (events, aviation, transport, hospitality, or similar).
  • Demonstrated success with system implementation, and data governance.
  • Strong stakeholder management across diverse, global partners; excellent communication and training delivery.
  • Proven team leadership: setting priorities, managing performance, and scaling operations under pressure.
  • Proficiency with dashboards/reporting; comfort using data to drive decisions.

The annual base salary range for this position is $105,000 - $140,000. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
