Monzo Europe is an Irish-based subsidiary of the Monzo Group which will, upon authorisation, be the base for Monzo’s expansion as a bank into the European Union. We are looking for an experienced Manager to lead and manage operational resilience in Europe. 

About the role…

As the Operational Resilience Manager, you will play a key role in building and maintaining Monzo Europe’s operational resilience framework, ensuring compliance with regulatory requirements, including the Digital Operational Resilience Act (DORA) and other relevant guidelines. 

You will be part of the First Line Risk & Control Discipline, and will work with cross-functional teams to implement the entity’s approach to preventing, responding to, recovering from, and adapting to operational disruptions.

This is a critical role within the First Line of Defence, requiring a proactive and strategic mindset, strong risk management expertise, and a deep understanding of operational resilience, third-party risk, and digital banking operations.

Responsibilities will include:

Operational Resilience & Risk Management

  • Developing, implementing and continuously improving the entity’s Operational Resilience Policies and Standards, aligning with DORA and other regulatory requirements.
  • Identifying, assessing and mapping Critical and Important Functions (CIFs), ensuring resilience measures are in place to meet impact tolerance thresholds.
  • Leading and coordinating Business Impact Assessments and scenario testing to validate the entity’s resilience capabilities.
  • Working with key stakeholders to embed resilience principles into business processes, risk management and decision-making.
  • Ensuring the entity meets DORA requirements related to ICT risk management, third-party risk oversight, resilience testing, and incident reporting.
  • Preparing and supporting regulatory submissions, audits, and reporting requirements related to operational resilience.
  • Assessing and monitoring third-party resilience risks, ensuring compliance with DORA’s ICT third-party risk management provisions.
  • Conducting due diligence, resilience testing, and assurance reviews on critical third-party providers.

Risk & Control Assessment, Monitoring, and Testing

  • Leading the First Line Risk & Control Assessment (RCSA) process, identifying and evaluating risks related to Critical and Important Functions, third-party dependencies, and ICT systems.
  • Designing and implementing key resilience controls, ensuring they are effective in mitigating operational and cyber risks.
  • Developing and executing control testing plans, conducting periodic testing to validate the effectiveness of resilience controls.
  • Working with the business to close control gaps, implementing remediation actions, and enhancing resilience capabilities.
  • Maintaining and enhancing risk and control reporting, providing senior management with key risk indicators (KRIs) and actionable insights.
  • Collaborating with Internal Audit and Risk & Compliance teams to support independent assurance reviews and regulatory assessments.

Incident & Crisis Management

  • Developing and maintaining the entity incident management and reporting policy and and crisis management plans, ensuring swift and effective responses to operational disruptions.
  • Collaborating with Platform, Security, and operations teams to build and maintain the entity’s ability to detect, respond to, and recover from security and technology incidents and disruptions.
  • Supporting post-incident reviews, root cause analysis, and continuous improvement initiatives.

Stakeholder Engagement & Training

  • Driving a culture of resilience by providing training, awareness, and engagement sessions across Monzo Europe.
  • Working with senior leadership, risk and compliance, platform and security teams to embed resilience into strategic planning.
  • Representing the entity in industry forums, regulatory discussions, and resilience-related working groups.

🤩 We’d love to hear from you if you have…

  • Proven experience in Operational Resilience, Business Continuity, Risk Management, or a related field within digital banking or financial services.
  • Strong knowledge of DORA, EBA Guidelines, PRA/FCA Resilience Frameworks and other relevant international standards (eg. Basel Principles for operational resilience).
  • Expertise in ICT and Security risk management, incident response, third-party risk, and resilience testing.
  • Experience conducting Business Impact Assessments (BIA) and scenario testing.
  • Strong analytical, problem-solving, and project management skills.
  • Excellent stakeholder management and communication skills, with the ability to influence senior leadership.
  • Experience working with regulators and managing regulatory engagements.
  • Familiarity with cloud resilience, cybersecurity, and digital banking operations.

📍Ideally this role will be based in our Dublin office, as this will help us build and grow a united team in our new EU hub,  but we're open to distributed working within Ireland, as long as you can get to the Dublin office on a regular basis.
