Director of Security
About the role
Muon Space seeks a Director of Security/FSO/CPSO to join our team, Reporting to the Chief Legal Office, the Director of Security will lead and direct security measures necessary for implementing applicable requirements of 32 CFR Part 117 -National Industrial Security Program Operating Manual (NISPOM) and NRO Security Manuals. They will be responsible for the day-to-day development, execution and compliance collaboration with the Defense Counterintelligence Security Agency (DCSA) and USG customers. The Director of Security will have experience with Program Protection. The Director of Security will serve as the primary point of contact for all industrial security concerns and requirements. They will provide security expertise, guidance and advice to management and staff as well as be a key member of the management team. The Director of Security should have 12-15 years security-related experience in support of DoD and IC programs with knowledge of government security regulations, manuals and processes to include the NISPOM, ISLs, ICD’s, OPSEC Principles, and COMSEC requirements. Knowledge of DISS, NBIS, NISS, STEPP, Central Office of Record, Classification Management and Insider Threat Program requirements.
Responsibilities
- Lead the effort for an initial DoD Facility Clearance Letter (FCL)
- Develop and maintain compliance with all DoD and IC security-related policies and procedures.
- Oversee personnel security and physical security program, including personnel clearances.
- Program Protection - define security requirements for secure payload processing and operations facilities, teams and program infrastructure.
- Develop and implement insider threat protection program and serve as the Insider Threat Program Senior Official.
- Develop and implement a comprehensive security education program to ensure personnel are trained on all required security topics.
- Develop and implement Standard Practice Procedures, Emergency Action Plans, Program Protection plans, and Security Processes – such as guidance classified efforts, Controlled Unclassified Information and Proprietary materials.
- Track classified contracts and sub-contract activities ensuring compliance with the DD-254’s.
- Develop and manage a self-inspection program to meet DCSA requirements.
- Manage facility badging system, security controls and oversee facility access processes and procedures.
- Work with the Program Execution and Business Development teams, including supporting proposals, as needed.
- Perform COMSEC custodian duties responsible for the protection and accountability of COMSEC material.
- Excitement to work in the Space Community and with a multitude of government customers at all levels of security classification.
- Manage security budgets, including indirect budget and capital expense requirements.
- Other Duties as required.
Qualifications
- Active Top Secret Clearance with SCI Eligibility required.
- Bachelor’s Degree or 12 years direct experience
- In-depth knowledge and understanding of Department of Defense (DoD) collateral, DoD Special Access Programs (SAP) and Intelligence Community (IC) requirements including NISPOM (32 CFAR Part 117) and IC Security Manuals
- Experience working security requirements for Collateral, SCI and Special Access Program
- Working knowledge of all industrial security program functions including Physical Security (PHYSEC), Personnel Security (PERSEC), Communications Security (COMSEC), Operations Security (OPSEC, Counterintelligence and Insider Threat, systems security and program protection
- Experience with overseeing planning and construction of a SCIF under ICD 705 compliance.
- Facility Security Officer certification
- Strong oral and written communication skills.
- Must be highly organized, able to prioritize tasking as well as multi-task, and willing to work in a team environment.
- Excellent proficiency with Google Suite & Microsoft Office
Nice-to-have Skills
- Proven leadership, management, mentoring and team-building skills
- Familiarity with CMMC, ISSM, ISSO duties and responsibilities a plus
- COMSEC custodian certification
- Experience and direct participation with government/industry security organizations (ISWG, NDIA, AIA, NCMS, etc)
- Excitement to work in the Space Community and with a multitude of government customers at all levels of security classification.
Salary
The salary range for this role is $203K- $248K and will depend on a candidate's skills, qualifications, and experience as defined during the interview process.
