Technical Program Manager, National Security

Position Overview: 

Newlab is seeking a Technical Program Manager (TPM) to support the execution of complex national security commercialization programs for DOD, state and federal initiatives. This role is ideal for a highly organized, technically fluent operator who thrives in multi-stakeholder environments and can translate complex requirements into clear deliverables.

The TPM will be the primary point of contact for DOD and state commercialization programs, managing day-to-day coordination with the federal and state clients, internal teams, and a network of technical advisors. They will oversee reporting requirements, manage due diligence processes for dual-use commercialization opportunities, interface directly with government program managers and potential customers on DOD and industry side. The TPM will also provide operational support to and report directly to the Head of National Security.

This position will be located in our Brooklyn Navy Yard office with the potential for up to 30% domestic travel. 

Key Responsibilities:

Program Management - Federal Dual-Use Commercialization

  • Serve as the primary operational liaison between Newlab, the prime contractors, industry, and the DOD
  • Manage all program reporting requirements, including weekly, monthly, and quarterly deliverables
  • Coordinate and oversee the Newlab network of technical advisors serving as commercialization SMEs
  • Conduct technical and commercial due diligence on program participants, including technical feasibility, market validation, product development, and customer discovery
  • Prepare and present findings to internal and external investment committees
  • Develop key program documentation to capture decision-making on potential commercialization opportunities
  • Engage with DOD program managers, defense primes, and private-sector customers to validate market potential for program technologies

Program Management - State and Local Dual-Use Commercialization

  • Support as TPM to state-level defense and dual-use commercialization programs
  • Support the team in managing timelines, budgets, and deliverables across multiple projects
  • Provide operational “hands-on” support for scoping, planning, and executing engagements with startups, industry, and government
  • Build and maintain centralized tracking systems for program activities, risks, and key performance metrics

Ecosystem & Stakeholder Engagement

  • Build and maintain relationships with government stakeholders, industry partners, and startups
  • Represent Newlab in external meetings, program briefings, and client interactions as needed
  • Coordinate with internal teams to ensure alignment between project execution and strategic objectives

Qualifications:

Education: 

  • Technical and/or Science undergraduate degree from a top-tier institution is preferred  (STEM required)
  • Advanced degree in business, policy, or engineering preferred

Experience:

  • 4–5 years of experience, preferably in technical program management, defense commercialization, government contracting, and/or early-stage commercialization
  • Experience managing multi-stakeholder projects with government and private-sector partners
  • Familiarity with DOD innovation programs, acquisition pathways, and technology commercialization processes
  • Comfort engaging directly with senior stakeholders, including government officials, technical experts, and startup founders

Skills:

  • Exceptional organizational and operational skills, with the ability to manage multiple concurrent projects
  • Strong analytical skills, including market validation and due diligence
  • Clear, concise written and verbal communication for technical and executive audiences
  • Proficiency in managing dashboards, trackers, and reporting systems
  • Ability to travel up to 30%

Compensation:

  • $120,000-$140,000 USD 
  • Comprehensive benefits (medical, dental, vision) 

Key Outcomes (First 12 Months):

  • Ensure 100% on-time and accurate delivery of all program reports and documentation.
  • Successfully manage due diligence and customer discovery for multiple high-potential technology opportunities
  • Ensure programs meet contractual revenue targets while identifying and implementing strategies to improve profitability and overall value to the company
  • Establish and maintain strong relationships with key program stakeholders, ensuring Newlab is recognized as a reliable and high-value partner with an excellent work ethic and track record
