Department Overview: The Neighborhood Strategies Department is part of NYCEDC’s Planning Division and, together with the Land Use Department, works to promote robust, inclusive growth in New York City’s neighborhoods and waterfronts. Neighborhood Strategies is team of talented, dedicated planners who conceive and implement complex multiagency initiatives in all five boroughs, working across infrastructure and open space investment, mixed-use redevelopment of public sites, community engagement, and waterfront resilience. Their current projects include SPARC Kips Bay, an innovative life sciences and public education campus; planning for redevelopment of the 100+ acre Brooklyn Marine Terminal into a modern maritime and mixed-use community hub; a climate master plan to protect the Financial District & Seaport from sea level rise; and waterfront and public realm investments alongside public-private development in Broadway Junction, Brooklyn, Staten Island's North Shore, Coney Island, and Long Island City, Queens.
The Neighborhood Strategies department coordinates with other NYCEDC departments and City agency partners on physical planning and related interdisciplinary initiatives; plans for large-scale public infrastructure investment and public-private development; conducts spatial analyses to identify and deepen understanding of neighborhood vulnerabilities and opportunities; and shapes & leads processes to meaningfully engage communities and other stakeholders in inclusive planning while navigating through public approval processes. The team is made up of dedicated public servants with a passion for New York City and its people and neighborhoods.
Position Overview: Within Neighborhood Strategies, Vice Presidents help to set strategic direction and oversee a portfolio of projects, sometimes with a geographic or subject matter focus. This Vice President’s portfolio will include a focus on waterfronts and coastal resilience and may also include projects in other subject matter areas and geographies. Their managerial responsibilities will include internal and external team coordination, setting workplans, meeting deadlines, giving direction to their project teams, developing project messaging, providing updates to senior staff, interacting with external stakeholders including representing NYCEDC in public forums, and developing overall strategies for effectively advancing projects towards big-picture goals. They also manage 1-2 direct reports and provide mentoring and coaching to junior staff in the department. The role also includes participation in larger EDC- and citywide policy initiatives. Vice Presidents report to the Senior Vice President who leads the Neighborhood Strategies Department.
Essential Duties & Responsibilities:
- Provide strategic direction, problem solving, and coordination for multi-disciplinary teams engaged in large-scale physical planning and development efforts
- Establish and oversee interagency working groups on select projects, meeting frequently to move projects forward and address challenges
- Articulate a vision for and evaluate the feasibility of future development and infrastructure projects based on sound planning principles and market realities
- Craft and manage public outreach processes, representing the organization in professional and public forums
- Build and maintain relationships with governmental and quasi-governmental entities; civic & community organizations; cultural and professional organizations; and advocacy groups
- Effectively manage interdisciplinary consultant teams to produce quality work products, meet milestones, and communicate across various audiences
- Coordinate interdepartmental resources within NYCEDC, particularly with the Real Estate Transaction Services, Capital Program, Asset Management, and External Affairs divisions
- Take on a leadership role within the department, NYCEDC, and the City in the area of waterfront and coastal resilience planning and coordination
- Lead project communication with NYCEDC’s President’s Office, City Hall staff, elected representatives, and staff at other agencies across government
- Provide direction, coaching, and mentorship to junior staff within the department

Qualifications:
- Master's Degree in urban/city planning or related field, including but not limited to public policy/public administration, geography, architecture/landscape architecture/urban design, real estate, engineering, or law, is preferred
- At least 7 years of relevant work experience preferred
- Experience in direct staff management
- Demonstrated expertise in project management
- A demonstrated passion for and knowledge of New York City waterfronts, including familiarity with climate resilience issues and past & present coastal resilience plans and initiatives
- Strong understanding of and experience with aspects of the public planning and development process
- Demonstrated written and verbal communication skills. Proven analytical skills
- Solid working knowledge of urban infrastructure, economic development, land use, housing, transportation, and other relevant issues
- Strong entrepreneurial and leadership skills; should be a self-starter and take initiative
- Strong community engagement skills, including public speaking and presentation, facilitation, and working with diverse communities using equitable approaches to engagement
- Proven strength in using spreadsheet and presentation applications, including Excel and PowerPoint
- New York City residence is required within 180 days of hire
Salary Range
$125,000 - $130,000 USD
