
Senior Project Manager, Design and Construction (Waterfront)

The Asset Management Design & Construction (AMDC) department is responsible for capital improvements and development of all revenue-generating assets NYCEDC maintains and/or operates.
Position Overview: The Senior Project Manager will manage a portfolio of design and construction projects across NYCEDC’s Cruise portfolio, which includes the Brooklyn Cruise Terminal and Manhattan Cruise Terminal. While these assets primarily function as cruise terminals, they also support a range of flexible uses, including office spaces, transportation operations, event programming, and freight distribution.
This role requires close coordination with asset managers and other stakeholders to ensure assets are fully operational while advancing capital improvements. The Senior Project Manager will also play a key role in developing and implementing a long-term redevelopment plan for a modernized cruise facility.
The Senior Project Manager (SPM) is responsible for managing projects throughout the full development lifecycle, including capital planning, design, and construction, across multiple NYCEDC assets. Project types may include new construction, renovations, major infrastructure, waterfront infrastructure, and public open space.
Essential Duties and Responsibilities:
- Review facility condition reports and inspection findings; conduct site assessments and collaborate with internal and external stakeholders to identify, prioritize, and scope capital needs in alignment with NYCEDC objectives.
- Support capital planning efforts, including the long-term capital plans and annual budgets across NYCEDC’s asset portfolio.
- Manage all phases of the project lifecycle, including procurement of architecture, engineering, and construction teams to existing conditions assessments, programming, feasibility studies, estimating and budgeting, schematic design through construction documentation, regulatory submissions and approvals, bidding, construction, and project close-out.
- Serve as the primary point of contact for assigned projects and contracts, ensuring coordination across stakeholders and accountability throughout the development process.
- Monitor project performance, including schedule, scope, and budget; conduct site visits, track progress, and proactively resolve issues in coordination with operations and senior leadership.
- Oversee project financials and funding processes, including invoice and change order review, procurement coordination, award approvals, and compliance with NYCEDC policies.
- Work in partnership with the Asset Management Portfolio Managers (AMPM) and Asset Management Property Operations (Prop-Ops) team to ensure projects are aligned with policy, market, tenant needs and operations considerations.
- Maintain ongoing project scope, cost, and schedule controls, including project reporting.
- Establish and maintain record-keeping systems consistent with NYCEDC policy and need, including hard copies and electronic files of infrastructure asset conditions and surveys.
- Create and deliver presentations, memos and other materials that effectively communicate project recommendations and/or findings to various audiences (e.g., senior NYCEDC staff, partner agencies, external stakeholders).
- Work with interdisciplinary teams facilitating the implementation of large-scale projects and development efforts.
- Represent NYCEDC in professional and public forums as needed.
- Perform additional duties and special projects as assigned.
Qualifications:
- Bachelor’s degree or equivalent experience in architecture, engineering, urban planning, construction management, or a related field.
- 3+ years of experience in capital project management, design and construction management, facilities management, or in a related field.
- Demonstrated written, verbal, and analytical communication skills, with the ability to present clearly to a variety of audiences.
- Demonstrated project management experience, including managing multiple projects through full lifecycle phases (planning, design, construction, and close-out).
- Ability to manage competing priorities, stay organized, and meet deadlines in a fast-paced environment.
- Proven ability to identify, anticipate, and resolve issues proactively.
- Ability to adapt to changing priorities and work effectively in dynamic environments.
- Experience collaborating with internal and external stakeholders across multidisciplinary teams.
- Proficient in Microsoft Office Suite. Experience with systems such as Oracle, PMWeb, NYC IPIS, ARCGIS is a plus.
- Valid driver's license preferred.
- Willing to provide 24/7 emergency response where appropriate.
- New York City residency is required within 180 days of hire.
Salary Range
$84,000 - $86,000 USD
