Technical Coordinator, Transmission Integration

The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.

The New York Independent System Operator (NYISO) applies cutting-edge technology to operating a reliable electricity system, managing competitive markets for wholesale electricity, and planning for the Empire State's energy future.  The NYISO’s System & Resource Planning department invites applications for a full-time Technical Coordinator, Transmission Integration.

The Transmission Integration Technical Coordinator will play a vital role in the organization of, processing of, and tracking of transmission project development at the NYISO.  The Technical Coordinator will understand and ensure adherence to the Public Policy Transmission Planning Process, Transmission Interconnection Procedures, and development agreements executed with transmission developers.  Monitor project schedules, effectively use project management principles, oversee day-to-day project activities of proposed transmission projects, provide timely reporting of proposed transmission project status and budget and interact regularly with employees within the group, in other groups, senior management, developers, consultants, and connecting transmission owners.

Must be a self-motivated professional who displays effective leadership in a team-based environment. Have considerable experience working in a dynamic changing environment, with a proven commitment to providing value-based client service and the ability to anticipate and address client needs. Display a clear understanding of the client's organization and decision-making styles and process. Have considerable experience in managing multiple competing priorities, use of good judgment, problem-solving and decision-making skills.

ESSENTIAL DUTIES and RESPONSIBILITIES  

  • Coordinate and track development of large-scale transmission projects through the Public Policy Transmission Planning Process and Transmission Interconnection Procedures.
  • Synthesize technical and legal documentation to ensure efficient internal review and approval to meet project development deadlines.
  • Lead the effort of continuous assessment of new methodologies, tools, procedures to ensure that we have the flexibility in our process to support the evolving needs of the NYISO and the Market Participants.
  • Manage transmission development activities through the effective use of project management principles to achieve timely project completion and meet the defined project business objectives.
  • Negotiate with internal and external customers (developers, transmission owners, market participants, NYISO staff and management) to develop, execute and maintain accurate project plans and release schedules.
  • Plan meeting agendas, coordinate issue notifications, lead project progress reviews and issue minutes to document progress, decisions, and future action.
  • Involve in consultant selection recommendations in conjunction with the other team members.
  • Measure and report transmission project development risk assessing information from multiple sources.
  • Resolve issues while taking into consideration risk analysis and impact assessment for the transmission project development milestones.
  • Review and report transmission project development progress on a routine basis.
  • Analyze and assess information from various sources to develop accurate status reporting. Make recommendations and/or implement corrective actions when deviations are found.
  • Maintain effective communication and coordination with various parties, e.g., employees within the group, in other groups, senior management, developers, consultants, and connecting transmission owners, to ensure that business objectives are met, and any changes are clearly communicated.
  • Recommend process improvements and influence change across the organization.
  • Support NYISO strategic and business plan objectives.

 

SUPERVISORY RESPONSIBILITIES  

Provide mentorship to project team members and peers.  

 

QUALIFICATIONS

  • Bachelor's Degree (BS) in Engineering, Business, or related technical field desired.
  • Five years related experience (preferably in utility industry); or equivalent combination of education, training, and experience.

  

ADDITIONAL REQUIREMENTS 

 LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from market participants, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

 

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

 

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written oral, diagram or schedule form.

 

TECHNOLOGY SKILLS

Experience with Sales Force platform is desirable.  Proficiency with development and processing of Adobe PDF documents is required.  Intermediate competency in Windows operating environment using MS Office applications, e-mail, and internet programs.

 

CERTIFICATES, LICENSES, REGISTRATIONS  

Completion of Green Belt course work or Project Management Professional® (PMP) certification as defined by the Project Management Institute (PMI) is desirable.

While performing the duties of this job, the employee is regularly required to talk or hear.  The employee frequently is required to stand, walk, sit, and use hands to perform routine office tasks.  The employee is occasionally required to reach with hands and arms.  The employee must occasionally lift and/or move up to 15 pounds. WORK ENVIRONMENT  

The noise level in the work environment is usually moderate.  Contact with staff and public will occur.  Travel may be required to attend and/or conduct meetings, conferences, and training. This position may require work on nights, weekends, or holidays.
