About the Team:
The compliance function at OKX is responsible for the overall compliance culture at the company. We are a team of risk minded problem solvers, who advise the business on the company’s regulatory obligations and enterprise risks.
 
What You'll be Doing:
As MLRO for OKCoin Europe (Malta), you will be responsible for leading and building out a growing team, and enhancing key aspects of our financial crime compliance program, whilst monitoring developments locally. This requires strong leadership as well as sound technical competencies, to handle complex matters and work with colleagues at all levels. The position reports directly to the Head of Compliance EMEA, with matrix reporting to local management as necessary. You will:
 
  • Lead the OKCoin Europe (Malta) financial crime compliance team providing strategic direction, training and advisory support to our business partners / stakeholders with regards to compliance, in a constantly evolving regulatory environment.
  • Develop and maintain robust financial crime compliance policies, procedures, controls and frameworks.
  • Engage cross-functionally (e.g. Data, Engineering, Finance, Legal, Product, and Risk teams) to implement an effective financial crime compliance program, in line with the global standards (e.g. FATF) and industry best practices.
  • Monitor and assess compliance with Maltese / EU laws, regulations and policies, particularly as they pertain to financial crime compliance.
  • Oversee annual, periodic and on-demand compliance reviews and investigations, including but not limited to financial crime compliance monitoring programme reviews, annual policy updates / refreshes, and financial crime compliance risk assessments.
  • Participate in Board committee and sub-committee meetings, whether as a member or on an as-needed basis.
  • Conduct and oversee company training schedule.
  • Liaise with other second and third line teams, to ensure a sufficient control environment that complies with regulatory standards.
  • Act as first port of call for business team members in financial crime compliance issues, and advise accordingly.
  • Oversee financial crime compliance reviews and investigations.
  • Prepare financial crime compliance reports, including reports to management and the board, and other materials as required by direct and matrix stakeholders.
  • Assist with special projects as needed.
What We Look For in You:
  • 10 years plus experience in financial crime compliance within financial services, payments companies (e.g. EMI and e-money), fintech or cryptocurrency sectors.
  • Experience of leading and overseeing an effective financial crime compliance program in line with Malta / EU standards, and an awareness of local and international industry best practices.
  • Strong leadership experience, including dealing with senior business stakeholders.
  • Good people's management skills.
  • Previously been a MLRO and / or DMLRO, and held a regulated compliance approved person (e.g. SMF17 or equivalent) in a banking, payments, or crypto firm, or otherwise able to demonstrate sufficient experience in senior compliance roles, with corresponding responsibilities to those specified above.
  • Working knowledge and experience of developing financial crime compliance policies, to ensure compliance with EU financial regulations e.g. EU Fifth Money Laundering Directives.
  • Proven ability to work within and meet deadlines in a fast-paced environment.
  • Self-motivated, critical thinker and adept at working independently and in a dispersed team environment covering multiple and varied tasks.
  • Intuitive, highly ethical and comfortable to question and challenge.
  • Strong communication and presentation skills, both verbal and written.
  • Knowledge of and enthusiasm for the crypto-industry.
  • Bachelor's degree or equivalent practical experience.
