Partner, HTA Strategy and Market Access

Position Overview

The Partner, HTA Strategy and Market Access will play a pivotal role in both driving client relationships and providing leadership to a large, multidisciplinary team delivering strategic and technical evidence solutions in support of global and local market access objectives. Reporting to the VPA Practice Lead and Head of Evidence, the successful candidate will sit on the Evidence senior leadership team guiding the strategic direction and day-to-day operations of a team of ~120 professionals in scientific evidence generation, HTA and Market Access. This leader will collaborate closely with other key internal teams, including Health Economic Modeling, Real-World Evidence (RWE), Biostatistics, and Patient-Reported Outcomes (PRO) and Preference Elicitation to deliver integrated, evidence-based solutions for our clients. The group work on both global initiatives and national-level projects spanning European markets, the U.S., Canada, Japan, and Asia.

A key component of this role is expertise in engaging with EU HTAR and national European HTA organizations, particularly NICE (National Institute for Health and Care Excellence) or G-BA (Gemeinsamer Bundesausschuss), along with a proven ability to interface with executive clients and policy makers to support HTA submissions and defenses.

The ideal candidate will possess a high degree of technical and strategic expertise in HEOR and HTA, proven business development skills, proven leadership in guiding client services teams through complex projects, a penchant for navigating and collaborating across large organizations, and a keen interest to innovate, including the incorporation of digital and AI tools into the team’s work and offerings.

 

Key Responsibilities

Business Development & Client Engagement

  • Lead business development efforts with other senior members of the evidence generation team, focusing on expanding relationships with global and regional biopharmaceutical and life sciences companies.
  • Oversee the preparation and delivery of proposals and pitch presentations, and navigate project and budget negotiation processes to meet the needs of Putnam clients while ensuring profitable engagements.
  • Extend Putnam’s visibility as a leader in market access and HTA through participation in thought leadership activities such as working group participation, conference presentations, white papers, and industry panels.

Team Leadership & Oversight

  • Co-lead a team of 45-50 professionals, providing mentorship and development opportunities, and fostering a collaborative, high-performance culture.
  • Sit on the Evidence Group leadership team, helping to shape the strategy and development of the group within the broader Value, Pricing, and Access (VPA) practice, and alongside other Putnam practice areas (Commercial Strategy and Medical and Scientific Affairs Strategy)
  • Manage budgets, timelines, and resource allocation, ensuring efficient use of resources while delivering exceptional client service.

Evidence Strategy & HTA Implementation

  • Provide executive leadership and oversight to project teams, ensuring high quality of thought partnership and client service from initial scoping through final delivery
  • Provide executive leadership on the development and execution of HTA evidence generation plans, including literature reviews, value communications, and HTA submissions.
  • Lead the development of evidence needed for HTA and payer submissions, ensuring alignment with technical specifications and payer requirements.
  • Act as the executive client and policy-maker interface, particularly during HTA submissions and defense processes, providing expert guidance on navigating HTA and payer requirements.

Collaboration with Cross-functional Teams

  • Work closely with teams in Health Economic Modeling, Real-World Evidence, Biostatistics, and Patient Reported Outcomes to provide holistic and integrated evidence solutions to Putnam clients.
  • Actively leverage the expertise across Putnam’s practice areas and the wider Inizio ecosystem to drive innovation and deliver superior results for clients.
  • Foster a collaborative mindset across teams to ensure all client engagements benefit from the diverse expertise within Putnam and Inizio.

Qualifications and Experience

  • Education: Advanced degree (PhD, MSc, or BSc with extensive experience in Health Economics, or a related field.)
  • Experience:
    • Minimum of 10+ years of experience in HEOR, HTA, or related fields, with strong expertise in European HTA organizations, particularly NICE and/or G-BA.
    • Proven track record of leading large teams and delivering high-quality, client-facing work across a range of market access and evidence projects.
    • Demonstrated success in business development, managing key accounts, and growing consulting team capabilities.
  • Technical Skills: Expertise across one or more key HEOR domains, such as health economics, disease burden studies, cost-effectiveness evaluations, systematic literature reviews, value messaging, and HTA submissions, with a focus on European markets.
  • Leadership & Collaboration: Experience mentoring large teams and working collaboratively across functions, including health economics, RWE, biostatistics, and patient-reported outcomes.
  • Industry Engagement: Active participation in industry thought leadership, including conference speaking roles, white papers, and policy discussions.
