Product Manager

San Francisco

About Shepherd

Our mission is to create the first comprehensive platform that combines top-tier insurance offerings with world-class software so commercial businesses can manage risk and prevent losses. We’re starting with the $10T commercial construction industry.

Our thesis is that technology can solve the sustainability challenges facing commercial insurance, and to accomplish this we’re building a platform that incentivizes our clients to adopt the best tools when they buy our coverage. Across construction and other commercial markets, technology is available but fundamentally underutilized, despite the potential for improving loss outcomes and stopping this crisis.

To date, Shepherd has raised $20M+ from top tier VCs including Y-Combinator, Susa Ventures, Spark Capital, Costanoa Ventures, Era Ventures, Greenlight RE and Intact Ventures.

About You

As one of the first hires on the Product team, you will play a pivotal role in shaping Shepherd’s future as we scale and refine our platform. Shepherd empowers underwriters with technology that streamlines workflows, improves accuracy, and delivers deeper insights.

In this fast-paced environment, you will work closely with leadership to define product goals and outcomes. You are detail-oriented, customer-obsessed, and driven to create a product you’re proud to share with the world. You thrive on customer feedback, embracing it as an opportunity to challenge assumptions and refine hypotheses. Experimentation excites you, and you’re eager to explore diverse ideas to find the best solutions. You care deeply about our customers—especially those who are not tech-savvy—focusing on transforming complex workflows into intuitive, user-friendly experiences.

About the Role

Shepherd is building a better and faster way to underwrite commercial insurance for high-hazard businesses, including using novel data sources. Our products are supported by a full-stack platform purpose built to launch and support everything from submission intake to policy issuance. Shepherd leverages its technology to make quick, informed, underwriting decisions. Finally, we pair our insurance products with native software (SaaS) solutions that help improve client outcomes and differentiate our offerings in the marketplace.

As our Product Manager, you will be responsible for the end-to-end product planning and execution across the entire business lifecycle. This role involves gathering and prioritizing product requirements, and collaborating with cross-functional teams (engineering, underwriting, finance, customer experience, and operations). You will ensure product goals align with the company’s overall strategy and objectives. Reporting directly to our CTO and co-founder, Mo, you will be an integral part of Shepherd’s execution process and driving growth for our existing and new product offerings.

We have offices in San Francisco and New York. We love working together in person and are looking for candidates who can be onsite at our San Francisco HQ.

What You’ll Do:

  • Product planning and execution throughout the product lifecycle, including gathering and prioritizing product and customer requirements, defining the product vision, and working closely with other cross-functional teams
  • Effectively communicate the "why" behind the product and address complex challenges with cross-functional stakeholders
  • Write product specifications, work with designers to build mocks, and collaborate with engineers and engineers to ship features
  • Develop and maintain the product roadmap, including vision, market and competitive intelligence, requirements, prioritization, adoption, communication, partner support, and training
  • Present product plans and updates to senior leadership and successfully influence outcomes that contribute to Shepherd’s mission and growth.
  • Provide data-driven insights and feedback to inform product development.
  • Keep projects on track and communicate effectively with stakeholders across all levels.

You would be our dream candidate if….

  • 5+ years of product management experience, preferably at a SaaS company. Fintech or experience in a highly regulated industry is a plus.
  • You are detail-oriented and skilled at breaking down complex problems, understanding their nuances, and articulating them clearly to stakeholders.
  • You’ve successfully worked on and prioritized multiple projects, understanding their connections and making trade-offs when necessary to deliver value.
  • You bring a bias toward action, with a proven track record of driving initiatives forward and working cross-functionally with design, engineering, and business teams.
  • You excel at presenting ideas, collaborating with diverse teams, and communicating effectively across all levels of an organization.
  • You’re fluent in using data to make informed decisions and are comfortable with SQL and BI Tools
  • You care deeply about the customer experience, especially for non-tech-savvy users, and have a knack for turning complex workflows into simple, intuitive solutions.
  • You thrive in a fast-paced, high-growth environment and are energized by ambiguity and the opportunity to solve challenging problems.

Bonus points if you have:

  • Experience in the insurtech/fintech or highly regulated industries.
  • A strong technical aptitude, with the ability to effectively communicate and collaborate with engineering teams.
  • Prior startup experience, particularly in an early-stage, high-growth environment.

If you believe you belong to any of the categories of protected veterans listed below, please indicate by making the appropriate selection. As a government contractor subject to the Vietnam Era Veterans Readjustment Assistance Act (VEVRAA), we request this information in order to measure the effectiveness of the outreach and positive recruitment efforts we undertake pursuant to VEVRAA. Classification of protected categories is as follows:

A "disabled veteran" is one of the following: a veteran of the U.S. military, ground, naval or air service who is entitled to compensation (or who but for the receipt of military retired pay would be entitled to compensation) under laws administered by the Secretary of Veterans Affairs; or a person who was discharged or released from active duty because of a service-connected disability.

Form CC-305
OMB Control Number 1250-0005
Expires 04/30/2026

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
