Compliance Lead

New York, NY; San Francisco, CA; Dallas Fort Worth, TX

About Shepherd

Shepherd is an MGU platform purpose-built to launch and scale commercial insurance products with speed, efficiency, and precision. Leveraging AI to eliminate administrative underwriting, we streamline workflows and drive faster decision-making, while differentiating through proprietary, industry-specific data that enhances risk selection.

We’re building a platform that incentivizes clients to adopt high-impact risk management tools—bridging the gap between available technology and its widespread underuse across construction and other commercial markets.

To date, Shepherd has raised $20M+ from top tier VCs including Y-Combinator, Susa Ventures, Spark Capital, Costanoa Ventures, Era Ventures, Greenlight RE and Intact Ventures.

Shepherd's Approach

Our mission is to incentivize safe and sustainable commercial industries through innovative insurance products. Shepherd launched its first Casualty products in March 2022 and currently has Excess and Primary Casualty lines in market on both an Admitted and Non-Admitted basis. Shepherd launched a Builder’s Risk program in 2025. Our unique value is centered on speed, innovative use of data through technology partnerships, and homegrown software paired alongside insurance products.

About the Role

Shepherd is looking for a Compliance Lead to own the development, management, and scaling of our compliance function across all Property & Casualty products. You will manage the full insurance forms and rate/rule filing processes while also helping build a scalable compliance framework that supports growth into new products and verticals.

This role will partner cross-functionally with actuarial, underwriting, engineering, and executive leadership. You’ll have significant influence on Shepherd’s operational efficiency and regulatory reputation while working in a fast-paced, early-stage environment.

    • Partner with actuarial and underwriting on rate level indications and product design

  • Compliance Framework Development

    • Build a scalable compliance roadmap for existing and emerging products

    • Develop policy and procedure manuals for internal teams, agents, and carrier partners

    • Establish a systematic approach for handling recurring regulatory issues (e.g., manuscripting, large risk exemptions)

    • Maintain and expand a centralized compliance knowledge base for operational consistency

  • Licensing & Regulatory Relationships

    • Oversee Shepherd’s licensing across jurisdictions, including corporate filings and agency appointments

    • Evaluate vendors for license management and regulatory compliance services

    • Maintain relationships with state and federal regulators

    • Ensure compliance of fees and charges under applicable regulations

  • Risk Management & Strategic Support

    • Identify and manage compliance risks for new products

    • Advise leadership on regulatory considerations for potential new product verticals

    • Partner with engineering to integrate compliance into product design and automation efforts

  • Data Privacy & Cybersecurity

    • Ensure compliance with data privacy laws (e.g., GDPR, CCPA, NYDFS cybersecurity regulations)

    • Oversee data protection protocols and cybersecurity compliance in partnership with engineering

    • Monitor technology systems for compliance requirements

You’d Be a Dream Candidate If…

  • 7+ years of experience in insurance compliance roles

  • Deep knowledge of form/rate/rule filing processes and responding to state insurance departments

  • Proven track record of building compliance programs or scalable processes

  • Proficiency reviewing policy forms, manuscript language, and regulatory interpretations

  • Experience managing regulatory relationships and licensing across multiple states

  • Interest or experience in cybersecurity and data privacy compliance is a plus

As a government contractor subject to the Vietnam Era Veterans Readjustment Assistance Act (VEVRAA), we request this information in order to measure the effectiveness of the outreach and positive recruitment efforts we undertake pursuant to VEVRAA. Classification of protected categories is as follows:

A "disabled veteran" is one of the following: a veteran of the U.S. military, ground, naval or air service who is entitled to compensation (or who but for the receipt of military retired pay would be entitled to compensation) under laws administered by the Secretary of Veterans Affairs; or a person who was discharged or released from active duty because of a service-connected disability.

Voluntary Self-Identification of Disability

Form CC-305
OMB Control Number 1250-0005
Expires 04/30/2026

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
