About the job
As the Director of Strategic Delivery for the People Partnerships (2P) team, you’ll serve as the right hand and strategic advisor to the SVP of People Partnerships. You’ll lead a team of program and project managers focused on enablement and People team product marketing. You and your team ensure the consistent adoption and execution of People solutions across the enterprise and drive the connective tissue that keeps 2P operating with clarity, rhythm, and impact.
It’s an ideal role for a builder, connector, and trusted advisor who thrives at the intersection of strategy, operations, storytelling and influence. Helping the team deliver a “go-to-market” mindset that puts the customer (our Twilions, candidates, and business leaders) at the center. You’ll bring structure to ambiguity, scale effective ways of working, and elevate how People programs are positioned, communicated, and experienced across the business.
You excel at leading cross-functional alignment, prioritizing work that moves critical outcomes forward, and navigating complex organizational change. Building on that strength, you’ll connect strategy to execution — designing scalable systems, orchestrating cross-functional programs, leading change, and ensuring our 2P teams are fully equipped to deliver the People & Talent Strategy with confidence.
Responsibilities
In this role, you’ll:
- Lead a unified portfolio of initiatives spanning capability building, enablement programs, program/services positioning & rollouts, strategic planning, and process optimization.
- Serve as the connective tissue and chief of staff-like partner to the SVP of People Partnerships and VP, Talent Acquisition — anticipating needs, shaping priorities, and translating strategy into execution.
- Partner with the SVP and 2P Leadership Team to run annual and quarterly planning and reviews that bring focus, alignment and accountability to the team’s priorities.
- Champion a “GTM mindset” across the People Partnerships team — ensuring programs are customer-backed, well-positioned, and delivered with clear storytelling, enablement, and adoption strategies to create long-term impact. Strengthen connection between business needs and People programs.
- Design, implement, and evolve a scalable 2P Enablement strategy, that strengthens clarity, consistency, and customer-first execution across all customer-facing People teams (HRBP, TA, ER, PG).
- Act as a strategic advisor to leaders and program owners, helping shape program strategies, readiness plans, and stakeholder communications.
- Drive cross-functional alignment, and short and long term prioritization across 2P and the People team, connecting dots, surfacing dependencies and risks, and ensuring resources are devoted to the work that matters most for business outcomes.
- Lead internal communications and storytelling for 2P, simplifying complex concepts into narratives that drive clarity, engagement, and confidence.
- Design and facilitate leadership meetings, offsites, and communication forums that foster collaboration, accountability, and alignment.
- Foster a culture of curiosity, accountability, and continuous improvement within the Strategic Delivery team and across the People Partnerships org.

*Required:
- 10+ years of experience in program management, operations, or similar within a People, HR, or business organization
- 5+ years of direct people leadership experience managing program/project managers or similar roles
- Self starter with proven success driving large, ambiguous, cross-functional initiatives that require strategic alignment, change management, and enablement
- Deep expertise in project and program management, including planning, execution, and delivery of complex, multi-workstream initiatives with clear milestones, stakeholder alignment, and measurable outcomes
- Strong stakeholder and executive management skills with the ability to influence, align, and collaborate across all organizational levels, functions and timezones
- Exceptional written and verbal communication skills with a focus on storytelling, clarity, and alignment
- Experience building scalable processes and frameworks that improve outcomes and organizational effectiveness
- Strategic systems thinker that moves seamlessly between vision and execution and connects programs, people, processes, and data
Desired:
- Background in organizational effectiveness, enablement, or change management
- Experience applying “go-to-market” or customer-centric approaches to People or HR programs
- Experience in management consulting, chief-of-staff, or similar strategic advisory roles
- Exposure to AI-driven tools or People program innovation
Location
This role will be remote, but is not eligible to be hired in San Francisco, CA, Oakland, CA, San Jose, CA, or the surrounding areas.
Travel
We prioritize connection and opportunities to build relationships with our customers and each other. For this role, you may be required to travel occasionally to participate in project or team in-person meetings.

Compensation
*Please note this role is open to candidates outside of California, Colorado, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, New Jersey, New York, Vermont, Washington D.C., and Washington State. The information below is provided for candidates hired in those locations only.
The estimated pay ranges for this role are as follows:
- Based in Colorado, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, Vermont or Washington D.C. : $167,000 - $209,000.
- Based in New York, New Jersey, Washington State, or California (outside of the San Francisco Bay area): $177,000- $219,000.
- Based in the San Francisco Bay area, California: $187,000- $229,000.
- This role may be eligible to participate in Twilio’s equity plan and corporate bonus plan. All roles are generally eligible for the following benefits: health care insurance, 401(k) retirement account, paid sick time, paid personal time off, paid parental leave.
The successful candidate’s starting salary will be determined based on permissible, non-discriminatory factors such as skills, experience, and geographic location.
