Job Description

This is a Part Time position where the Scientist / Engineer will play a crucial role in supporting the development, evaluation, and execution of new programs within the ARPA-H mission. The individual will work closely with Program Managers (PMs) to provide expert input in developing and researching ideas for new programs, concepts, and technologies. This role involves preparing strategic and technical plans, developing presentation briefings, and assisting with testing, demonstrations, and program evaluations. The ideal candidate will have a strong technical background, with the ability to quickly understand and convey complex technical concepts and will be experienced in supporting program development and evaluation in a scientific or engineering context.

 

Job Responsibilities

  • Collaborate with Program Managers (PMs) to research and develop ideas for new programs, technologies, and program concepts.
  • Provide expert input in the development of strategic and technical plans to promote ARPA-H’s mission.
  • Assist in the preparation of new start briefings and provide support to new PMs in program development.
  • Develop and prepare presentation briefings to support the mission of the office, ensuring alignment with ARPA-H’s objectives.
  • Quickly grasp technical concepts and assist in preparing materials that accurately convey these concepts to diverse audiences, including non-experts.
  • Support the development of the annual office strategy, including the preparation of strategy briefings and the drafting and updating of overarching strategic plans.
  • Create visual aids to assist in the presentation of new start concepts and briefings to senior Health and Human Services (HHS) personnel and stakeholders.
  • Assist with testing and demonstrations to support program objectives, working with performers, Government collaborators, and test locations.
  • Develop detailed test plans, configurations, and other requirements, ensuring the implementation and inspection of safety requirements.
  • Support agency-level program evaluation and reporting, including the development and implementation of an agency-wide approach to evaluation.
  • Ensure that program evaluations meet Departmental and statutory requirements, including the Government Performance Results Act (GPRA) Modernization Act and the Foundations for Evidence-Based Policymaking Act.

Job Requirements:

  • PhD in Biological Sciences, or any related Scientific field.
  • 10+ years of experience in a scientific, engineering, or program management role.
  • Strong ability to quickly understand and convey complex technical concepts.
  • Excellent oral and written communication skills, with the ability to prepare and present technical briefings.
  • Experience in program development, testing, and evaluation within a scientific or engineering context.
  • Proficiency in developing strategic and technical plans and creating visual aids for presentations.
  • Strong organizational skills, with the ability to manage multiple tasks and meet deadlines.

Must-Have:

  • Eligibility to obtain and maintain a Tier-2 Public Trust Clearance
  • Experience in public health and preventative care research is highly preferred.
  • Experience in supporting the development of new programs and technologies.
  • Experience in mental/behavioral health, chronic disease prevention, nutrition/wellness and infectious disease is preferred.
  • Ability to collaborate with technical and non-technical stakeholders to achieve program objectives.
