Woolpert is hiring a GeoBase Operations Analyst to join our dynamic Department of the Air Force (DAF) GeoBase Operations team based in San Antonio, Texas. This is an on-site role with a schedule of 4 days working at the Air Force Civil Engineer Center (AFCEC) on Lackland Air Force Base and 1 day working remotely.
This position reports to the GeoBase Operations Team Leader and is responsible for architecting and implementing solutions for the rapidly growing GeoBase program. Roles of the GeoBase Operations Analyst include managing Air Force Civil Engineering GIS data in an enterprise environment, working with program stakeholders to support capabilities, requirements, technical issues, and training. Analyst will work on a team developing and implementing enterprise capabilities and data stewardship processes in support of GeoBase program objectives.
What You Will Do:
As a GeoBase Operations Analyst at Woolpert, you will:
- Create and maintain Air Force Civil Engineering GIS data in an enterprise environment, managing a versioned, multi-user geodatabase
- Perform data quality assurance and control (QA/QC), ensuring compliance with Air Force and Department of Defense geospatial data standards
- Create, update, and produce a variety of installation, range, and vicinity maps, drawings, plans, and other graphic representations using cartographic techniques to represent spatial data
- Create and maintain a variety of Esri ArcGIS Portal and Story Maps
- Work closely with end users at Air Force installation GeoBase offices (GIOs) to identify and satisfy GIS requirements, technical issues, and training needs
- Utilize the GeoBase Agile framework to enable task visibility and project transparency to AFCEC client:
- Use Agile platform (Jira, Confluence) to record all processes and tasks, and manage all projects
- Create or update detailed DAF GeoBase Knowledge Base, documenting current workflows, Standard Operating Procedures (SOP), end user self-help, and GeoBase program functional processes
- Provide end user support and training for GIS data stewardship, ArcGIS applications, SDSFIE data model, GEOMAP capabilities, and GeoBase program objectives to installations, major commands (MAJCOM), and mission partner organizations
- Coordinate and execute GIS data submissions and requests to authorized stakeholders and mission partners, including disaster response and emergency mapping and analysis support
- Create and maintain DAF enterprise geospatial metadata
- Perform complex GIS data analysis, extraction (digitization), conversion, data model migration, and geocoding processes
- Effectively utilize geospatial imagery, LiDAR, survey, and field collected data within the GeoBase enterprise
- Migrate or convert legacy GIS, CAD, non-spatial, and tabular data to GeoBase standards
- Analyze current processes and recommend improvements or other best practice solutions
- Maintain data for archival storage, record keeping, and inventory of source data and maps
- Coordinate and manage GeoBase dashboards and Portal content with all enterprise teams
- Create, maintain, and improve data and geoprocessing services for all enterprise users
What You Will Bring:
- U.S. citizenship
- Bachelor’s degree and two (2) years geospatial experience, OR four (4) years related experience in lieu of a degree.
- Active Tier 1 Investigation (National Agency Check and Inquiries NACI), or security clearance, or the ability to pass a Tier 1 Investigation.
- Willingness to undergo a background check and drug screening
- Extensive knowledge of Esri ArcGIS software and capabilities:
- Two (2) years of experience using ArcGIS Desktop (ArcMap) or ArcGIS Pro
- Two (2) years of experience using Portal for ArcGIS or ArcGIS Online (AGOL)
- Two (2) years of experience in a role requiring:
- Excellent communication and consulting skills with emphasis on client and team member engagement
- Proven experience providing excellent customer service
- Strong technical proficiency using Microsoft Office products
- Excellent written and verbal communication skills for a dynamic working environment
- Attention to detail - proven experience meeting data quality assurance and accuracy standards
- Strong organizational, time management and analytical skills
- Ability to work independently, collaboratively as part of a team, and as a member of a large organization
- Ability to offer constructive feedback and problem solving, as well as clear direction to support goals
- The following experience is favored:
- Experience with the DAF GeoBase program
- Proficiency with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) GIS data standard or experience with other defined spatial data models.
- Experience using Agile methodologies, preferably Atlassian (Jira, Confluence) software
- Proficiency using ArcGIS Data Reviewer extension
- Experience using ArcGIS Insights analytic software
- Proficiency with Autodesk or other CAD software
- Experience in enterprise GIS
- Experience with DoD geospatial data or systems

Base pay offered may vary depending on job-related knowledge, skills, and experience.
Pay Range
$87,100 - $108,900 USD
