Civil Requirements Specialist – Modular Data Centers & Infrastructure

Bellevue Office, Sunset Corporate Campus

About the Company

Armada is an edge computing startup that provides computing infrastructure to remote areas where connectivity and cloud infrastructure is limited, as well as areas where data needs to be processed locally for real-time analytics and AI at the edge. We’re looking to bring on the most brilliant minds to help further our mission of bridging the digital divide with advanced technology infrastructure that can be rapidly deployed anywhere.

About the role

Armada builds modular, full-stack data center SKUs designed to deploy compute infrastructure rapidly and reliably in diverse environments around the world. Our platforms integrate power, cooling, and IT into repeatable, productized modules that must meet varying civil, electrical, mechanical, fire, and jurisdictional requirements across global customer deployments.

As Armada scales, we are seeking a Civil Requirements Specialist to serve as the subject-matter expert on civil and jurisdictional requirements that impact the design, deployment, and approval of our modular data center products.

The Civil Requirements Specialist will work across customer engagements, product, engineering, and delivery teams to identify, interpret, and communicate civil-related requirements that affect Armada’s modular data center SKUs in different jurisdictions.

This role is not a design role. Instead, it focuses on:

  • Understanding how civil, electrical, mechanical, fire, and structural requirements vary by location
  • Translating those requirements into clear inputs, constraints, and risks for Armada’s standardized module designs
  • Helping ensure Armada’s products can be permitted, deployed, and operated successfully without redesign late in the process

The ideal candidate brings a strong data center or critical infrastructure background and can operate at the intersection of code interpretation, infrastructure execution, and productized modular design.

Location: This role is office-based at our Bellevue, Washington office.

What You'll Do (Key Responsibilities)

Civil & Jurisdictional Requirements

  • Serve as Armada’s internal expert on civil requirements impacting modular data centers, including:
    • Electrical service and grounding interfaces
    • Mechanical and cooling-related civil considerations
    • Fire/life safety requirements (separation, access, suppression interfaces, egress, etc.)
    • Structural considerations that affect module siting, anchoring, and interfaces
  • Evaluate jurisdiction-specific codes, standards, and AHJ expectations that may affect:
    • Module dimensions, layout, or interfaces
    • Site preparation and foundations
    • Utility interconnections and clearances

Cross-Functional Support

  • · Partner with product, engineering, and delivery teams to:
    • Identify requirements that could drive changes or constraints in module design
    • Provide early visibility into risks or non-standard requirements
    • Support go/no-go decisions for customer deployments
  • Support customer engagements by:
    • Reviewing site-specific civil requirements
    • Coordinate with our OEM’s siting teams for local needs and coordinate contracting of local civil consultants (third parties) as needed.
    • Advising on feasibility and alignment with Armada’s standard SKUs
    • Helping customers and internal teams understand where customization may be required

Standards & Documentation

  • Help define and maintain:
    • Internal guidelines for civil-related assumptions used in Armada’s modular designs
    • Requirement checklists for new geographies or deployment types
    • Documentation that clearly communicates civil constraints to internal and external stakeholders

Continuous Improvement

  • Track recurring requirements and jurisdictional trends to:
    • Inform future product roadmap decisions
    • Reduce friction and rework in repeat deployments
    • Improve Armada’s ability to deploy standardized modules globally

Qualifications

Experience

  • 5+ years of experience in civil, infrastructure, or critical facilities roles
  • Prior experience in data centers, modular infrastructure, industrial facilities, utilities, or large-scale infrastructure projects
  • Familiarity with how civil, electrical, mechanical, fire, and structural disciplines intersect in real-world deployments
  • Experience in leading teams, hiring project managers and consultants, and managing successful outcomes

Technical Knowledge

  • Working understanding of:
    • Electrical and mechanical infrastructure as it relates to civil requirements
    • Fire and life safety considerations for data centers or critical facilities
    • Structural interfaces sufficient to identify requirements and constraints (not detailed design)
  • Ability to interpret codes, standards, and AHJ requirements and translate them into actionable inputs

  • Civil or infrastructure engineering roles supporting data centers
  • Owner’s rep or developer roles for data center or industrial projects
  • Utility coordination or infrastructure planning roles
  • Modular or prefabricated infrastructure programs
  • Permitting, code compliance, or jurisdictional review roles related to critical facilities

Skills & Attributes

  • Strong systems-level thinking and ability to see how requirements impact standardized products
  • Clear communicator who can translate complex requirements into practical guidance
  • Comfortable working in fast-paced, ambiguous environments
  • Detail-oriented while maintaining a pragmatic, execution-focused mindset
  • Able to collaborate across engineering, product, operations, and customer teams

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
