Overview
Axle is looking to add a driven, flexible, organized, and meticulous Scientific Program Manager to our dynamic team. The Contractor(s) shall provide services in support of the overall functions of the Office of the Director (OD), Office of Science Management and Operations (OSMO).
Technical Requirements:
Provide high level and strategic advisory and consultative services to the NIAID Associate Deputy Director for Science Management (ADSM) in the following areas:
Serve as a senior advisor to the ADSM and NIAID leadership on the status of the 40A CARES Project.
Advise the ADSM and the Executive Committee (EC) when a matter needs EC review and/or approval.
Confirm that decisions and their execution are consistent with agreed upon cost, time, scope, and schedule parameters.
Review and evaluate all proposed changes to the Project with Program for appropriateness and budget responsibility and make recommendations to the ADSM and the EC.
Monitor “risks” to the project, including concerns of political visibility and sustained operational viability.
Write decision-memoranda, white papers, or other documents, as necessary, to support the documentation aspects of the HHS CARES Act Spend Plan for the Project and related considerations as appropriate to support the project.
Chair the 40A Steering Committee Meeting and Co-chair the 40A Key Stakeholders Meeting.
Support overall Project integration among key stakeholders involved including, but not limited to the NIAID 40A VRC Program, NIH ORF Bethesda, NIAID OMIFM, ORF Budget, NIAID OA, ORF OA, and NIAID OWS.
Participate in technical design and construction meetings with the NIH ORF project team.
Offer advice and experience in running large construction projects to the Steering Committee, 40A Key Stakeholders, Execution Team, Program, and other offices.
Evaluate and recommend acquisition strategies and possible SOW formulations for NIAID, including the activation contracts portion of the overall acquisition strategy; and possibly undertake proposal reviews as part of that acquisition obligation.
With input from the meeting members, prepare agendum for the Steering Committee and 40A Key Stakeholders meetings and for Steering Committee briefings of the EC.
Ensure the accurate recording and distribution of Steering Committee and 40A Key Stakeholder meeting minutes, to include decisions and actions.
With input from other Steering Committee, provide monthly briefing reports to the EC, to include the Task dashboards.
Interface with the Project Execution Team and provide support to the Team, elevating matters to the EC that cannot be resolved at the Steering Committee level.
Provide assistance on matters of emergent need that require strategic and/or consultative
services.Attend meetings related to the above activities and/or others as determined by the ADSM.
Specific Qualifications:
Bachelor’s degree in a related field.
Minimum of nine (9) years of design construction experience.
Demonstrates knowledge of broad range of scientific and technical areas.
Demonstrates strong managerial experience.
Demonstrates expertise with Microsoft Office (Word, Excel, etc.).

This role has a market-competitive salary with an anticipated base compensation range listed below. Actual salaries will vary depending on a candidate’s experience, qualifications, skills, and location.
Salary Range
$130,000 - $140,000 USD
