Axle is seeking a Contract Analyst to join our vibrant team at the National Institutes of Health (NIH) supporting the National Institute of Mental Health (NIMH) located in Rockville, MD.

Overall Position Summary and Objectives
Contractor will independently provide support services to satisfy the overall operational objectives of the National Institute of Mental Health (NIMH).
Deliverables:
- Work products and documents related to working with staff on the life cycle of contract/ grant application, from receipt to funding, completing three review cycles per year. - Ad-Hoc
- Work products and documents related to providing pre-meeting support, including a list of key personnel and administrative review of applications; performing data management; creating roster; providing support for Internet Assisted Review (IAR). - Ad-Hoc
- Work products and documents related to facilitating meeting preparation, including hotel meetings, teleconference meeting support and travel assistance for reviewers and senior staff; providing meeting assistance, including set up/clean up; providing local travel support for staff. - Ad-Hoc
- Work products and documents related to providing post-meeting support; entering scores, preparing draft summary statement for Scientific Review Officer (SRO), reviewing and providing reviewer reimbursement; facilitating meetings and conducting teleconferences. - Ad-Hoc
Work Details:
- Prepare, review and submit contract documentation.
- Work with staff on the life cycle of contract grant applications, from receipt to funding; complete three review cycles per year. - 1
- Provide pre-meeting support, including a list of key personnel QVR and administrative review of applications IMPACII. - 2
- Perform data management; create roster CMO; provide support for Internet Assisted Review IAR platform. - 3
- Work with staff on meeting preparation, including hotel meetings support in-person, teleconference meeting support Meeting One and travel assistance for reviewers WTS and senior staff; provide local travel support for staff. - 4
- Provide meeting assistance, including meeting set up clean up; provide assistance throughout both hotel and teleconference meetings. - 5
- Provide post meeting support; enter scores IMPACII, prepare draft summary statement for Scientific Review Officer SRO review IMPACII, IAR and provide reviewer reimbursement SPRS.
- Facilitate hotel meetings 3-4 per year and conduct up to 10 teleconferences per year.
- Prepare, review and submit funding documentation.
- Develop and maintain tracking system of contract actions and maintain contract documentation.
- Assists with responding to inquiries regarding contracts.
- Researches, analyzes, and interprets Federal acquisition regulations.
- Researches, analyzes, and interprets Federal acquisition regulations.
- Provides guidance and recommendations regarding complex and unique contract administration issues.
- Develops training programs and facilitates professional development of acquisition staff on contract management processes, procedures, regulations and technologies.

Minimum Education:
Bachelor
Additional Qualifications:
Certifications & Licenses
- Two (2) years of experience in a related field
- Associate’s degree in a related discipline
- Two (2) years of specialized experience plus a High School diploma is equivalent to an associate’s degree

This role has a market-competitive salary with an anticipated base compensation range listed below. Actual salaries will vary depending on a candidate’s experience, qualifications, skills, and location.
Salary Range
$72,000 - $81,000 USD
