Site HSE Manager – Data Center Construction
Location: West Memphis, AR 72301

Overview
We are seeking a qualified Site HSE Manager to oversee and implement all aspects of health and safety for a data center construction project in West Memphis, AR. This role ensures compliance with regulatory standards (OSHA, NFPA, ANSI), client requirements, and internal safety programs. The HSE Manager will report directly to the HSE Program Manager and is expected to lead on-site safety operations, training, and incident prevention.
Responsibilities
- Enforce OSHA and site-specific safety standards across all construction activities.
- Conduct site audits, hazard assessments, and job hazard analyses (JHAs).
- Lead safety orientations, toolbox talks, and training sessions.
- Manage Pre-Task Plans (PTPs), PPE compliance, and emergency preparedness.
- Investigate incidents, perform root cause analysis, and implement corrective actions.
- Coordinate with field teams, subcontractors, and client safety representatives.
- Maintain documentation of inspections, training, and compliance efforts.
- Serve as the site’s primary authority on hazard recognition and mitigation.
Qualifications and Credentials
- Candidates must meet all of the following minimum requirements:
- Be qualified to recognize hazards and authorized to take corrective action.
- Hold current certifications in First Aid, CPR, and AED.
- Have “Competent Person” training in applicable areas (e.g., fall protection, excavation, electrical safety).
- Possess a valid OSHA 30-Hour Construction card (or equivalent 2-Year Safety Update Training).
- Meet one of the following:
- Hold an academic degree in safety, or
- Hold a valid CSP, ASP, or CHST certification, or
- Have at least 3 years of verifiable experience as a designated construction safety manager.
Additional preferred qualifications:
- OSHA 500 or 502 (trainer-level)
- Specialized training in fall protection, MEWPs, LOTO, NFPA 70E (2021 or newer)
- Strong interpersonal skills with ability to engage workers and leadership teams
- Data center or large-scale infrastructure experience is strongly preferred
Physical Requirements
- Must be able to walk and stand on active construction sites for extended periods.
- Capable of climbing stairs/ladders and wearing full PPE as required.
- Ability to conduct physical inspections and participate in emergency drills.
