Overview
We’re seeking a highly skilled and detail-oriented Mid-Level Business Analyst to join our dynamic team supporting the Centers for Disease Control and Prevention’s (CDC) Cloud Architecture & Optimization Services (CAOS) contract. In this pivotal role, you’ll serve as a critical bridge between CDC’s public health mission stakeholders and our technical cloud solutioning teams. You’ll be instrumental in translating complex business needs into clear, actionable requirements that drive the successful migration, modernization, and optimization of applications within a multi-cloud environment (Azure, AWS, GCP). Your work will directly contribute to streamlining processes, enhancing transparency, and achieving optimal ROI for CDC’s cloud initiatives.
Responsibilities
The Mid-Level Business Analyst will collaborate extensively with CDC stakeholders and technical teams to ensure solutions are aligned with strategic objectives and deliver tangible public health outcomes. Key responsibilities include:
- Requirements Elicitation & Management: Facilitate workshops, interviews, and other sessions to elicit, analyze, and document comprehensive user and system requirements for cloud migration, modernization, and development efforts. This includes gathering technical, contractual, cost, data, and planning considerations as outlined in the CDC CAOS SOW.
- Process Optimization & Documentation: Analyze existing “as-is” business processes and collaborate with stakeholders to define optimized “to-be” processes for cloud adoption, intake, and operations. Construct clear workflow charts and diagrams (e.g., using Visio or Lucidchart) and document business processes to support standardized procedures for customer intake and project visibility.
- ROI Analysis & Prioritization Support: Support the development and utilization of an ROI calculator to assess migration complexity, anticipated impact, and potential benefits versus costs. Provide data and analysis to assist CDC in migration queue ranking and strategic prioritization, ensuring alignment with public health outcomes.
- Solution Definition & Alternatives Analysis: Collaborate with technical experts and CSP vendors to identify and evaluate solution alternatives for cloud hosting, modernization, and new application development, providing supporting documentation for informed decision-making.
- Communication & Engagement Support: Contribute to the design and content of customer-facing websites and portals (e.g., SharePoint or ServiceNow) that serve as central hubs for cloud migration resources, FAQs, and event calendars. Support the development of standardized digital onboarding packages and engagement communications.
- Reporting & Transparency: Provide data and analysis for status reports, executive briefings, and the lifecycle tracking dashboard, contributing to transparent visibility of workload status, migration progress, cost performance, and security compliance posture.
- Agile & DevSecOps Collaboration: Actively participate in Agile/Scrum ceremonies, ensuring business requirements are clearly articulated and understood by DevSecOps and engineering teams to facilitate reusable DevSecOps and automation services.
- Quality Assurance & User Acceptance: Assist in the development of test plans, traceability matrices, and support user acceptance testing to ensure delivered solutions meet specified requirements and user standards.
Required Experience
- Minimum of 3-5 years of experience as a Business Analyst in an IT environment, with a focus on large-scale projects.
- Demonstrated experience collaborating with management and end-users to solicit, understand, and document user and system requirements.
- Strong experience in performance requirements management and defining metrics for project success.
- Proficiency in an Agile/Scrum environment and familiarity with DevSecOps principles.
- Skilled at creating flow or process diagrams with tools like Visio or Lucidchart.
- Excellent written and oral communication skills, with the ability to articulate complex technical concepts to non-technical audiences and vice-versa.
- Strong analytical, problem-solving, and critical thinking skills.
- Ability to work independently and collaboratively within cross-functional teams.
- This position requires the ability to obtain a Public Trust clearance.
Desired Experience/Qualifications
- Experience supporting cloud migration or modernization initiatives, particularly within Azure, AWS, or GCP environments.
- Familiarity with FinOps principles and cost optimization strategies in cloud environments.
- Experience documenting business and system requirements, writing test plans, and developing traceability matrices for federal government contracts.
- Proficiency with the Microsoft 365 platform and tools, including Excel, Teams, and SharePoint.
- Experience with project management tools such as Jira, ServiceNow, or Smartsheet.
- Understanding of federal cybersecurity frameworks (e.g., NIST RMF, Zero Trust Architecture) and compliance requirements.
- Experience in public health or other federal agency settings.
