Overview 

We're seeking a skilled and proactive Mid-Level Functional Analyst to join our dynamic team supporting the Centers for Disease Control and Prevention’s (CDC) Cloud Architecture & Optimization Services (CAOS) contract. In this pivotal role, you'll serve as a key liaison between CDC's public health mission stakeholders and our technical development and operations teams. You'll be instrumental in translating business needs into clear, functional requirements and user stories, ensuring that cloud solutions align with operational processes and deliver tangible value across multi-cloud environments (Azure, AWS, GCP). Your work will directly contribute to optimizing workflows, enhancing user experience, and supporting the strategic objectives of CDC’s cloud initiatives. 

Responsibilities 

The Mid-Level Functional Analyst will collaborate extensively with CDC stakeholders and technical teams to ensure solutions meet business needs and deliver public health outcomes. Key responsibilities include: 

  • Requirements Gathering & Documentation: Elicit, analyze, and document detailed functional requirements, use cases, and user stories for cloud migration, modernization, and new application development efforts. This includes capturing operational workflows and user interactions. 
  • Process Analysis & Mapping: Analyze existing “as-is” business processes and assist in defining optimized “to-be” processes for cloud adoption, service delivery, and operational workflows. Document process flows and swimlane diagrams to support standardized procedures for customer intake and project visibility. 
  • Functional Specification Development: Translate high-level business requirements into detailed functional specifications and acceptance criteria for technical teams, ensuring clarity and completeness for development and testing. 
  • Solution Evaluation Support: Assist in evaluating proposed cloud solutions and technical designs against documented functional requirements and business objectives. 
  • User Acceptance Testing (UAT) Support: Develop test scenarios and support user acceptance testing activities, ensuring delivered solutions meet end-user needs and functional specifications. 
  • Communication & Training Support: Contribute to the development of user manuals, training materials, and communication plans for new or updated cloud services and applications. Assist in conducting training sessions for end-users. 
  • Agile Team Participation: Actively participate in Agile/Scrum ceremonies (e.g., sprint planning, daily stand-ups, retrospectives), ensuring functional requirements are well-understood and prioritized within the development lifecycle. 
  • Stakeholder Collaboration: Work closely with CDC subject matter experts, Business Analysts, and technical teams to ensure a shared understanding of functional requirements and solution capabilities. 

Required Experience 

  • Minimum of 3-5 years of experience as a Functional Analyst, Business Analyst, or similar role in an IT environment. 
  • Demonstrated experience in gathering, analyzing, and documenting functional requirements and user stories. 
  • Experience in analyzing and mapping business processes. 
  • Proficiency in an Agile/Scrum environment. 
  • Familiarity with tools for creating flow diagrams (e.g., Visio, Lucidchart). 
  • Excellent written and oral communication skills, with the ability to articulate functional requirements clearly. 
  • Strong analytical and problem-solving skills. 
  • Ability to work independently and collaboratively within cross-functional teams. 
  • This position requires the ability to obtain a Public Trust clearance. 

Desired Experience/Qualifications 

  • Experience supporting cloud migration or modernization initiatives, particularly within Azure, AWS, or GCP environments. 
  • Familiarity with DevSecOps principles and how they relate to functional requirements. 
  • Experience in developing test cases and supporting UAT for software or cloud solutions. 
  • Proficiency with Microsoft 365 platform and tools, including SharePoint and Teams. 
  • Experience with project management tools such as Jira, ServiceNow, or Smartsheet. 
  • Understanding of public health mission objectives or experience in federal agency settings.
