Overview 

We’re seeking a highly experienced and strategic Senior Functional Analyst to lead and drive the functional design and implementation of cloud solutions for the Centers for Disease Control and Prevention’s (CDC) Cloud Architecture & Optimization Services (CAOS) contract. In this leadership role, you'll serve as a primary expert in translating complex business and mission needs into comprehensive, actionable functional requirements and strategic process improvements. You'll guide CDC stakeholders and technical teams in shaping solutions that optimize operational efficiency, enhance user experience, and ensure alignment with the CDC's public health mission across multi-cloud environments (Azure, AWS, GCP). Your work will be critical in advancing CDC’s cloud strategy and achieving significant ROI. 

Responsibilities 

The Senior Functional Analyst will provide expert guidance and leadership, collaborating extensively with CDC stakeholders and technical teams to ensure solutions are strategically aligned and deliver impactful public health outcomes. Key responsibilities include: 

  • Strategic Requirements Leadership & Management: Lead and oversee the elicitation, analysis, and documentation of complex, enterprise-level functional requirements, use cases, and user stories for major cloud migration, modernization, and new application development initiatives. This includes driving the capture of intricate operational workflows, user journeys, and cross-functional dependencies. 
  • Advanced Process Design & Optimization: Architect and champion optimized “to-be” business processes for cloud adoption, service delivery, and operational workflows across multiple CDC branches. Lead the development of sophisticated process models, swimlane diagrams, and detailed procedural documentation to ensure standardized, agency-wide procedures for customer intake and project visibility. 
  • Comprehensive Functional Specification Development: Develop and review detailed functional specifications, interface requirements, and acceptance criteria for complex cloud solutions, ensuring alignment with technical architecture and business objectives. 
  • Solution Design & Evaluation Leadership: Lead the evaluation of proposed cloud solutions, technical designs, and vendor offerings against defined functional requirements, operational impacts, and strategic goals. 
  • User Acceptance Testing (UAT) Strategy & Oversight: Define and oversee the strategy for UAT, including test plan development, scenario creation, and coordination of testing activities, ensuring delivered solutions meet stringent end-user needs and functional specifications. 
  • Stakeholder Engagement & Communication: Lead and facilitate high-level workshops and presentations with CDC executive stakeholders, translating complex functional concepts into clear, actionable insights. Develop and deliver comprehensive training programs and communication strategies for new cloud services and applications. 
  • Agile & DevSecOps Integration: Drive the adoption and continuous improvement of Agile/Scrum methodologies, ensuring functional requirements are seamlessly integrated into DevSecOps pipelines and automation services. 
  • Mentorship & Team Development: Provide mentorship and guidance to junior and mid-level Functional Analysts, fostering their professional growth and enhancing team capabilities. 

Required Experience 

  • Minimum of 7+ years of progressive experience as a Functional Analyst, Business Analyst, or similar role in an IT environment, with a strong focus on large-scale, enterprise-level cloud transformation projects. 
  • Demonstrated experience leading the gathering, analysis, and documentation of complex functional requirements, use cases, and user stories for major IT initiatives. 
  • Expert-level experience in analyzing, redesigning, and mapping enterprise business processes. 
  • Extensive experience in Agile/Scrum environments and a deep understanding of their application in complex projects. 
  • Advanced proficiency in creating complex process models and diagrams with tools like Visio or Lucidchart. 
  • Exceptional written and oral communication skills, with a proven ability to present strategic information to executive audiences and facilitate cross-functional discussions. 
  • Superior analytical, problem-solving, and critical thinking skills, capable of addressing multifaceted challenges. 
  • Proven ability to work independently, lead cross-functional teams, and drive initiatives to successful completion. 
  • This position requires the ability to obtain and maintain a Public Trust clearance. 

Desired Experience/Qualifications 

  • Extensive experience supporting cloud migration or modernization initiatives across multi-cloud environments (Azure, AWS, and GCP). 
  • Deep familiarity with DevSecOps principles and their practical application in defining functional requirements for automated pipelines. 
  • Experience leading UAT efforts and defining comprehensive test strategies for complex systems. 
  • Advanced proficiency with Microsoft 365 platform and tools (SharePoint, Teams, Power Automate). 
  • Experience with enterprise project management tools (Jira, ServiceNow, or Smartsheet) in a leadership capacity. 
  • In-depth understanding of federal cybersecurity frameworks (e.g., NIST RMF, Zero Trust Architecture) and their impact on functional design. 
  • Significant experience in public health or other federal agency settings, demonstrating an understanding of mission-critical environments and regulatory compliance.
