Applications Manager/Technical Manager

Job Description:

The Applications Manager will collaborate with NAL staff and Artefactual guided support to provide maintenance of NAL’s digital preservation system, Archivematica; archival collections management system, ArchivesSpace; and associated systems as needed. Key responsibilities include:

Duties/ Responsibilities 

  • Deployment, system maintenance, and software upgrades
  • Troubleshooting and technical support
  • Managing integrations and storage adapter connections
  • Timely implementation of security patches and mitigation of identified vulnerabilities
  • Evaluating and implementing software plugins
  • Assisting staff with programmatic solutions for data manipulation and migration
  • Documenting infrastructure, processes, and procedures
  • Manage day-to-day operations of the project
  • Develop, maintain, and manage the Application maintenance support plan and various other technical deliverables
  • Check deliverables against requirements to ensure compliance
  • Collect data, perform transportation, distribution, maintenance, statistical, and mapping analysis of data.
  • Design customized solutions and work with a team to develop and implement processes and procedures.
  • Support the implementation and design of IT-related business solutions.
  • Create models, tools, or processes for use by Analysts and Operations using common scripting tools.
  • Participate in application implementation teams.
  • Provide services for various operations and activities of the task lead and Program Manager.
  • Manage projects to assure priority actions are coordinated, staffed, and properly executed throughout superiors.
  • Serve as an advisor and consultant on IT application management.
  • Resolve administrative problems, identify solutions, and determine functional and cross-functional requirements.
  • Provide subject matter expertise at Project Management, Product Development, and individual Product Managers staff meetings.
  • Package and present briefings, record actions, generate minutes, and electronically store material.
  • Independently apply application-level patches and respond to application-related security audit findings.
  • Work with application developers and the community on implementing Multi-Factor Authentication (MFA) and Single Sign-On (SSO) related requirements.
  • Implement accessibility-related requirements.
  • Configure and deploy applications within USDA Azure virtual server environments.
  • Together with the Research, Education, and Economics (REE) cloud team, configure and manage connections between Azure virtual servers to support complex applications.
  • Manage Applications on Linux and Windows server operating systems.
  • Manage indexers including Solr and ElasticSearch
  • Provide data maintenance for SQL databases

Required Skills/Abilities

  • Experience with Java development.
  • Experience with Ruby, JRuby, and/or Python development/scripting.
  • Experience customizing CSS, HTML, and JavaScript to meet front-end user experience needs as well as accessibility web design standards.
  • Proficient in using the command line in a Linux environment.
  • Familiarity with Azure cloud administration, including resource management, virtual machines, networking, and security configurations.
  • Familiarity with SQL Database, preferably in Azure.
  • Experience in managing software upgrades and updates to ensure the system is running the latest stable version.
  • Familiarity with project management principles.
  • Ability to communicate technical information to a non-technical audience.
  • Excellent verbal and communication skills with the demonstrative ability to work with all levels within the organization.
  • Possess excellent interpersonal, written, and oral communication skills.
  • Ability to plan, organize, and structure work.
  • Experience with database management.
  • Familiarity implementing robust data backup and recovery strategies.
  • Excellent problem solving and analytical skills.

Nice to Have Skills

 

  • Experience with Gearman Framework.
  • Experience with Archivematica and ArchivesSpace.
  • Experience creating models, tools, or processes using common scripting tools.
  • Expertise in managing and optimizing SQL databases, including routine maintenance, performance tuning, and troubleshooting.
  • Knowledge of Federal Risk and Authorization Management Program (FedRAMP) compliance requirements and ability to follow guidance and requirements stemming from these requirements.
  • Familiarity with mitigation of security vulnerabilities as directed by Cybersecurity.
  • Agile Experience and certifications (CSM, CSPO, CSD).
  • PMP certified nice to have.
  • Commitment to continuous learning and staying updated on the latest developments.
  • Knowledge of system design, development, implementation, and user support principles and practices.
  • Experience with information system troubleshooting.
  • Familiarity with archival practices and standards. Knowledge of metadata standards commonly used in professional archival environments.
  • Experience with integrating applications into federal networks with specific security and access protocols and requirements.

 

Education and Experience:

  • Bachelor’s Degree in IT or related field is preferred
  • Five (5) years of experience in IT planning, coordinating, and monitoring projects within large organizations.

Travel Requirement:

  • Travel is not anticipated but may be necessary at times and must be approved in advance by the COR.

Salary:

  • $125,000- $135,000 The salary range offered is an estimate made in good faith, intended to encompass various experience levels.
