Job Summary:
The Senior Acquisition Specialist provides the highest level of acquisition and contracting advisory services to Court Services and Offender Supervision Agency (CSOSA) Office of Procurement. With a minimum of 20 years of federal acquisition experience, including prior service as a warranted Contracting Officer at the GS-15 level, this position provides authoritative guidance across the full acquisition lifecycle from pre-award market research through contract close-out.
Responsibilities and Duties:
- Provide authoritative guidance and advisory support on all aspects of the Federal Acquisition Regulation (FAR) and agency-specific procurement policies.
- Prepare solicitations for commercial and non-commercial services and supplies for a variety of contract types including FFP, IDIQ, labor hour, and time-and-materials, including all supporting contract file documents.
- Post and issue solicitations in SAM.gov; prepare all evaluation plans, justifications for options, and contract type determinations.
- Prepare and review justifications that limit sources pursuant to FAR Parts 6, 8, 13, and FAR 16.5.
- Support contracting through GWACs and GSA Schedule contracts issued by GSA.
- Assist technical evaluation teams with proposal evaluation processes and preparation of acceptable technical evaluation reports.
- Perform cost and price analysis for simple to complex contractor proposals for FFP, fixed unit price, labor hour, and T&M contracts; prepare cost/price analysis reports documenting price reasonableness.
- Prepare Contracting Officer competitive range determinations, award determinations, and award documents for purchase orders, task orders, BPAs, IDIQ contracts, and contracts.
- Perform contract administration including resolution of invoice issues, preparation of contract modifications (scope changes, administrative changes, funding modifications), analysis of Requests for Equitable Adjustment, and contract close-out.
- Assist program offices in development and review of SOWs, SOOs, market research documentation, IGCEs, and acquisition plans.
- Provide recommendations on contract type and competition type (sole source, small business set-asides, WOSB, SDVOSB, VOSB, 8(a), full and open).
Qualifications and Skills:
- Minimum Education: Bachelor’s Degree in business administration, policy, or other related field.
- Minimum Experience: 20 years of federal acquisition experience demonstrating comprehensive and authoritative knowledge of the FAR.
- Must have prior service as a warranted Contracting Officer for a federal agency and prior service as a 1102-series Federal Government employee at the GS-15 grade level.
- Must have a DAWIA Level II or III certification and/or FAC-C certification
- Demonstrated experience preparing solicitations resulting in a variety of contract types including IDIQ, BPA, T&M, and FFP.
- Demonstrated experience with GWACs and GSA Schedule contracting.
- Demonstrated experience conducting price and cost analysis for complex contractor proposals.
- Strong written and oral communication skills; ability to prepare clear, legally defensible acquisition documents.
- Desired experience: Experience soliciting and awarding construction services.
- Experience with Architect-Engineer single and multiple award contracts.
- Experience in preparing contract terminations for commercial and non-commercial awards.
