The Summer Olympic and Paralympic Games will be hosted in Los Angeles, California in 2028, returning to the United States for the first time in over 30 years. 2028 will be the first time LA hosts the Paralympic Games, creating an opportunity to expand awareness, understanding and inclusion of people with disabilities.

The 2028 Olympics and Paralympics will represent LA and leverage the strength of our community’s diversity and creativity as we collectively work to design a Games that we all want to be a part of. We do this by focusing on people and by inviting everyone into the story of the LA28 Games.

The LA28 organizing committee is an independent, non-profit organization that is privately funded and governed by a board of directors.

Manager, Data Analysis & Reporting:

The LA28 team engages regularly with a wide range of stakeholders, including elected and appointed officials and their staff at the international, federal, state, and local levels. LA28's Data Analysis and Reporting Manager will manage and enhance LA28's government policy and engagement program and support full-time staff and contractors. As needed, they will also provide critical project management support for cross-functional government relations initiatives. 

The successful candidate should have a background in people management, experience implementing regulatory oversight protocols, and possess a deep knowledge of federal, state and local government compliance requirements and regulations. They will report directly to LA28’s Sr. Manager, External Affairs while working closely across internal teams including, but not limited to Legal, Human Resources, Finance, and Games Planning and Operations. This candidate will also work closely with LA28 consultants and contractors. 

Key Responsibilities:

Strategic Planning & Facilitation 

  • Engage in ongoing monitoring and refinement of the LA28 government relations policy and engagement program while the organization scales  
  • Serve as the subject matter expert on LA28 reporting requirements; independently support LA28 staff with reporting, with minimal oversight 
  • Design and facilitate ongoing training programs for employees in partnership with outside counsel 
  • Identify training and support needs, develop and maintain knowledge management resources  
  • Ensure policies and programming are integrated into all Onboarding and continued education resources 
  • Continually seek and research pertinent policy updates relative to LA28 stakeholders; Keep organization informed of any relevant regulatory changes 
  • Work with senior management to enhance governance guidelines, as required and liaise with Department Heads to ensure all business operations are compliant with LA28’s business policies 

Project Management 

  • Design and deliver cross-functional project management plans, under the direction of External Affairs and Government Relations leadership 
  • Build project management tools for cross-functional collaboration; manage tracking and reporting for department-specific projects 
  • Maintain databases for managing and tracking outreach and engagement activities and stakeholder contacts; proactively perform internal audits 
  • Work closely with individual departments to anticipate, identify, and manage expectations concerning regulatory oversight matters in support of internal and/or external audits 
  • Monitor and incorporate feedback from internal partners to improve the management of LA28’s government policy and engagement program and cross-functional project tracking  
  • Prepare activity reports and metrics in compliance with federal, state, and local law 
  • Draft and compile look-ahead and retrospective reports, briefings, and presentations 

Background & Qualifications:

  • Five (5) or more years relevant government experience and three (3) or more years of people management experience 
  • Significant knowledge and demonstrated experience in Excel, including advanced data analysis and reporting capabilities]; ability to adapt rapidly to new organizational tools as they are integrated by LA28  
  • Strong quantitative and qualitative analytical skills 
  • Experience with political law or lobbying filings or other complex regulatory filings 
  • Demonstrated commitment to Diversity, Equity, Inclusion, and Belonging (DEIB)  
  • Demonstrated commitment to work collaboratively and respectfully toward resolving obstacles and conflicts 
  • Strong communication, teamwork, and interpersonal skills   
  • Demonstrated ability to prioritize and contribute under pressure, see a project through to completion, and meet tight deadlines 
  • Extremely detail-oriented with excellent organizational, operational and program execution skills   
  • A high energy level, entrepreneurial spirit, and the ability to thrive through a period of change and growth  
  • Ability to handle sensitive information with discretion and professionalism 

Preferred Qualifications  

  • Knowledge of legislative and regulatory processes across Federal, State of California, and local Los Angeles County jurisdictions 
  • Experience implementing regulatory oversight program 
  • Demonstrated capabilities in project management software (Smartsheets, Asana, etc) 
  • MBA Degree and/or Certified Project Management Professional (PMP) 

Position Requirements:

Physical Requirements and Working Conditions 

  • Availability to work in-person five days a week in a Los Angeles-based office and, as required, to attend in-person meetings and events all across the County and region   
  • The LA28 office is an open floorplan working environment, employees must be able to work efficiently in an open cubicle environment.   
  • Occasionally there may be a requirement for working hours outside of traditional business hours/days to support special events, travel, and the 2028 Games.   

Education:

  • An undergraduate degree in Law, Government or related field or equivalent work experience

The annual base salary range for this position is $85,000.00 - $105,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
