The Summer Olympic and Paralympic Games will be hosted in Los Angeles, California in 2028, returning to the United States for the first time in over 30 years. 2028 will be the first time LA hosts the Paralympic Games, creating an opportunity to expand awareness, understanding and inclusion of people with disabilities.

The LA28 organizing committee is an independent, non-profit organization that is privately funded and governed by a board of directors.

Head of Global Mobility & Country Entry:
The Head of Global Mobility & Country Entry is a critical role on the People Management (PEM) team, supporting the enterprise wide goal of welcoming the world for the 2028 Olympic & Paralympic Games. With a core focus on developing and maintaining strong working relationships with Games stakeholders and Federal agency partners, the incumbent will act as the steward of LA28’s global mobility strategy and operational planning and execution to support and facilitate country entry for stakeholders, both before and during Games Time.
Reporting to the Senior Vice President, PEM I Games Prep & Delivery, this role will also act as a subject matter expert and project management lead, working to establish and bolster the Center of Excellence (COE) by providing consultancy and support to LA28 Functional Areas (FA), internal and external stakeholders, and by leading LA28’s efforts to facilitate country entry for expected visitor and work-based entry needs for periods of peak and off-peak travel to the United States. The Head of Global Mobility & Country Entry will work closely with other functional areas across the organization, as well as other key stakeholders, to create and deliver an exceptional Olympic and Paralympic Games and to welcome the world to Los Angeles.
Key Responsibilities:
- Support the development and creation of the LA28 Center of Excellence (COE) for global mobility and country entry, leading the development and documentation of all business processes, workflows, and other supporting materials
- Collaborates with LA28’s Technology team to support the development and implementation of all technological platforms and solutions to enable the delivery of the COE’s goals and objectives, including but not limited to, LA28’s VisaLink platform, and other relevant SharePoint sites and information sharing tools
- Partner with LA28’s Government Relations and External Affairs team to share relevant and critical information regarding global mobility and country entry, assist with and inform written materials, white papers, or other documents and respond timely to requests in furtherance of the COE’s objectives
- Partner closely with LA28’s internal Legal team on all matters of significance in furtherance of the facilitation of country entry and information sharing with relevant stakeholders

- Partner closely with LA28’s Accreditation team to focus on Games Time country entry needs and operationalization of supporting systems and processes as needed and required
- Develop and draft relevant and timely materials to share with key stakeholders, including but not limited to LA28 Global Mobility bulletins, Know Before You Go documents, compilations of relevant country entry information, etc.
- Act as a subject matter expert on global mobility and country entry against the backdrop of evolving regulations and best practices
- Act as the COE lead and point of contact for creation and dissemination of all relevant and LA28 endorsed global mobility and country entry documentation or information
- Conduct internal training and information sharing as required
- Responsible for working cross-functionally within LA28 to understand expected travel volumes for each FA’s key constituents across all work and visitor categories
- Support LA28’s direct international hiring candidates in the visa process, where required
- Lead all case management work for the COE, including but not limited to being the primary point of contact for all LA28 endorsed stakeholders, visitors, short term workers, and other entrants
- Monitor and respond to inquiries to the COE, including by acting as the primary point of contact for the shared inbox, delegating or assigning tasks as is possible and / or required, liaising with key government partners to facilitate LA28’s COE’s objectives, and keeping stakeholders and LA28 endorsed travelers engaged, etc.
- Maintains up-to-date with Federal partner requests, processes, and plans so that LA28 is set up to successfully navigate the systems and pathways in place for facilitating country entry at peak and off peak travel periods
- As required, help to build the COE team to meet the needs of diverse stakeholders
- Communicate direction and a clear vision of success
- Share ideas and information in a timely manner, keeping relevant parties informed and up to date
- Inspire, motivate, and generate confidence across LA28 internal and external stakeholders
- Other duties as assigned
Background & Qualifications:
- At least 7 years of relevant experience with a background in global mobility, country entry, or government relations
- Preferred minimum 5yrs prior exposure to or experience in global live event delivery and travel/entrant management
- Extensive experience working within the federal U.S. immigration framework, including prior working relationships with or work experience from State Department, Department of Homeland Security, United States Citizenship and Immigration Services, Customs and Border Protection, and others
- Strong reporting and data analytical skills
- Exceptional stakeholder management skills and experience, including demonstrated success and experience liaising with and managing a variety of stakeholders
- Effective and adaptable in complex changing environment
- Uses sound judgment to assess levels of risk and advise accordingly
- Strong people management skills
Position Requirements:
Education:
- Bachelor’s and/or Master’s in a relevant field or relevant work experience
Expectations:
- Subject matter expertise in global mobility and country entry requirements, ideally some of that experience related to a large-scale/mega-event/high stakes mobilization environment
- Experience with and expertise in navigating government systems and processes
- Excellent analytical skills; capable of identifying and prioritizing issues and providing creative and pragmatic solutions
- Ability to translate difficult, complex, or highly technical material and information into digestible / accessible communications for relevant stakeholders
- Strong project and time management skills and ability to manage and prioritize changing workloads to meet deadlines
- Consistently able to adapt approach and demeanor in real time to match the shifting demands of different situations
- Positive, team-oriented, and collaborative attitude
- High level of personal integrity and professional ethics; ability to maintain confidentiality and discretion
Physical Requirements and Working Conditions
- Working in an open office environment, on-site 4-5 days per week
- Sitting/Standing: Ability to sit or stand for extended periods while working at a desk or computer.
- Manual Dexterity: Proficiency in typing and using office equipment, including computers, printers, and phones.
- Occasional travel nationally and within the Southern California region for external meetings

The annual base salary range for this position is $115,000.00 - $130,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
