Manager, Bus Systems Commercial & Process Management:
The Manager, Bus Systems Commercial & Process Management supports procurement, contract performance management, reconciliation and coordination activities related to Games-time bus services for the LA28 Olympic and Paralympic Games. The role oversees vehicle, operator, maintenance, integration, technology, and support-service contracts from procurement through delivery and financial reconciliation.
Working closely with the Director, Stakeholder Bus Operations, the LA28 Procurement, Finance, Legal, and Transportation Teams, and the Games Transport Program Integrator (GTPI), the Manager contributes to the development and maintenance of integrated work plans, performance tracking systems, and cross functional issue-resolution frameworks.
The role also acts as a central communication hub for procurement and contract related updates, driving alignment across internal teams and external suppliers.
During Games time, the Manager monitors supplier performance, supports real time issue resolution, and ensures contract compliance across Venue Operations. Post-Games, the Manager will be responsible for the delivery of the post-operational contract and financial reconciliation process.
Key Responsibilities:
Procurement Strategy and Execution
- Support development of scopes of work and technical requirements.
- Coordinate procurement deliverables and timelines.
- Contribute to RFP development, bid evaluation, and supplier onboarding. Ensure contracts include service levels and risk mitigation provisions.
Contract & Budget Management
- Support the execution of contracts and performance evaluation.
- Align contract requirements with milestones and readiness plans.
- Maintain thorough documentation and coordinate issue resolution.
- Own and maintain budget models and supplier cost trackers (forecast vs actual) across all lifecycle phases.
- Produce weekly and monthly variance reporting that clearly explains what changed and why (rates, volumes, scope changes, credits/deductions).
- Support accruals and close-out activities with solid reconciliation backup and documentation that is ready for audit or review.
Invoice Reconciliation and Commercial Oversight
- Develop invoicing and reconciliation protocols in coordination with Finance and Procurement.
- Maintain responsibility for ongoing reciliation reporting, ensuring reviews are consistent, traceable and suitable for the audience.
- Validate supplier invoices against contract rate cards, service logs, KPIs, and any approved change orders.
- Track budget performance and support consistent financial reporting.
- Project Management and Coordination.
- Ownership of Project Management processes, milestones and deliverables for the Stakeholder Bus System subfunction, in coordination with TRA PMO function.
- Track project risks and dependencies alongside TRA FA Project Management functions, raises and manages risks that affect project deliverables.
Operational Readiness
- Lead readiness activities including supplier onboarding, training, and contract simulations.
- Validate supplier capacity and readiness through scenario planning and performance testing.
Games-Time Execution
- Monitor supplier operations during the Olympic and Paralympic Games, ensuring contract compliance and issue resolution.
- Coordinate with GTPI and venue teams to address identified service gaps and reallocate re-sources.
Stakeholder Coordination
- Liaise with internal LA28 teams, GTPI, and suppliers to ensure alignment on procurement and delivery expectations.
- Provide clear commercial guidance to transport stakeholders and field teams.
Reporting and Documentation
- Maintain meticulous records of procurement activities, contract terms, and financial transactions.
- Contribute to post-Games reporting, legacy documentation, and transfer of knowledge.
Background & Requirements:
- Experience in project management or coordination in a dynamic operational area, ideally transportation or for large-scale events.
- Strong grounding in procurement processes, contract management, and financial oversight.
- Proven ability to manage complex and evolve supplier relationships and ensure operational accountability.
- Familiarity and experience in public procurement frameworks, RFP development, and contract negotiation preferred.
- Experience in or exposure to a transportation or large-scale event setting would be considered an advantage but is not required.
- Demonstrated ability in leadership and people management.

Education:
- Bachelor’s degree in business administration, procurement, logistics, or related field
- 5+ years of relevant experience in procurement, contract or operational project management roles.
- 2-3 years of additional progressive work experience in the above relevant roles will be considered in lieu of the bachelor's degree educational requirement.
- Familiarity with procurement, RFPs, contract negotiation, Agiloft software (preferred), and financial oversight.
- Advanced Excel skills (pivot tables, XLOOKUP/INDEX-MATCH, SUMIFS, structured tables; Power Query preferred).
- Comfortable working end-to-end in procurement-to-pay workflows (POs, invoice matching, approvals, ERP/AP systems)
The annual base salary range for this position is $88,000.00 - $115,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
