The Summer Olympic and Paralympic Games will be hosted in Los Angeles, California in 2028, returning to the United States for the first time in over 30 years. 2028 will be the first time LA hosts the Paralympic Games, creating an opportunity to expand awareness, understanding and inclusion of people with disabilities.

The LA28 organizing committee is an independent, non-profit organization that is privately funded and governed by a board of directors.

Manager, Operational Policy and Partnerships:

The Manager, Operational Policy and Partnerships is responsible for developing, drafting, and overseeing the implementation of operational policies and processes to support Games Time Workforce management and associated services, as well as supporting and managing the integration of LA28’s Games Time contractor workforce.  This critical work includes but is not limited to supporting the RFI and RFP processes, developing and drafting Workforce policies, and assisting with workforce training on relevant policies and practices at Games Time.  This role acts as a key liaison to multiple Functional Areas (FA) to support venuitization and Games Time workforce planning and management.  Reporting to the Senior Vice President, Human Resources, this role ensures that LA28’s Games Time workforce policies and services are documented and delivered according to plan and that the contractor workforce is timely and seamlessly integrated into all Games Time operations.

Key Responsibilities:

  • Policy Development and Management:
    • Draft and deliver all Games Time workforce policies to ensure the achievement of organizational goals and adherence to compliance standards.
    • Ensure policies are timely delivered to the workforce and properly vetted.
    • Review policy changes or revisions to ensure alignment with business objectives.
  • Operational Integration:
    • Lead the identification and integration of the Games Time contract workforce into all operational activities and workflows.
    • Review Contractor Agreements and act as subject matter expert on terms and conditions and relevant provisions.
    • Serve as a key point of contact for Games Time contractors and service providers and troubleshoot any integration issues as they arise.
    • Develop and foster positive and collaborative relationships with key external partners and contracted service providers to deliver best in class staffing and workforce management at Games time.
    • Collaborate with internal stakeholders across various departments to ensure successful implementation and adoption of new contractor integration policies, systems, or procedures.
    • Manage the end-to-end process of operational integrations with contractors and other key service providers, from planning and venuitization, through to execution.
  • Cross-Functional Collaboration:
    • Act as a liaison between different departments (e.g., IT, compliance, HR, finance) to ensure cohesive Games time contractor operations.
    • Facilitate regular meetings with stakeholders to track progress, address challenges, and ensure project alignment with organizational objectives.
  • Training and Support:
    • Develop and deliver training programs on operational policies and integrated systems for contractors at Games time.
    • Provide ongoing support to teams to ensure effective use of new processes, tools, and technologies.
  • Risk Management and Compliance:
    • Identify and mitigate operational risks associated with policy changes or integrations and provide recommendations and solutions.

Background & Qualifications:

  • Experience:
    • Minimum of 5 years of experience in operational workforce / Games or event time policy development, integration management, or a related role.
    • Proven experience in managing cross-functional projects and implementing process improvements.
    • Strong understanding of Games or event time staffing and best practices.
  • Skills:
    • Excellent communication, and interpersonal skills, including strong writing skills.
    • Strong project management and organizational skills.
    • Analytical mindset and detail oriented, with the ability to review and understand complex contracts and workforce contractor agreements.
    • Ability to handle complex, time-sensitive tasks and deliver results in a dynamic environment.
    • Proficiency in MS Office Suite; familiarity with project management software is a plus.

Additional Notes:
This role requires significant writing / drafting and policy creation work, including the ability to draft policies, procedures, standard operating procedures, and other critical documents from blank page.

Physical Requirements:

    • Working in an open office environment, on-site 4-5 days per week
    • Sitting/Standing: Ability to sit or stand for extended periods while working at a desk or computer.
    • Manual Dexterity: Proficiency in typing and using office equipment, including computers, printers, and phones.
    • Occasional travel within the Southern California region for site visits, meetings, and other required operational activities.
  • Education:
    • Bachelor’s degree in Business Administration, Operations Management, or a related field, or relevant experience.

 

 

The annual base salary range for this position is $85,000.00 - $105,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
