Job Description:

Technical Assent is seeking an experienced Business Development Manager in the Federal Sector with a proven track record of success. This role will be a key member of the Growth Team and contributes directly to our goal of cultivating new customer relationships through the planning and execution growth and pursuit strategies. The Business Development Manager will be responsible for planning, developing, qualifying, and collecting business intelligence on new business opportunities working across Technical Assent.  This position reports directly to the Vice President of Growth.

Role Responsibilities:

  • Qualify opportunities based on target criteria and priorities.
  • Manage qualified opportunities through the pipeline, updating internal stakeholders on progress.
  • Inform bid/no-bid decisions during the qualification process.
  • Drive capture activities and execute strategy across all phases.
  • Build relationships with government stakeholders 12-18 months before procurement to position the company as a preferred contractor.
  • Develop win strategies, including themes, competitive analysis, teaming, and pricing.
  • Report capture progress and escalate issues to leadership as needed.
  • Lead and write responses to RFIs and Sources Sought requests.
  • Support proposals by leading solution architecture, drafting technical/management volumes, and preparing staffing plans and past performance examples.
  • Review proposal drafts to ensure alignment with strategy, themes, and discriminators.
  • Oversee knowledge transfer to internal teams upon contract award.
  • Leverage market intelligence tools to enhance competitive positioning.
  • Learn, apply, and improve the company’s business development processes.

  • Lead new business efforts across the entire growth lifecycle.
  • Develop campaign plans that align with customer needs and competitive positioning.
  • Establish teaming strategies to improve win probability and profitability.
  • Analyze markets and recommend strategies to achieve business goals.
  • Conduct networking and research to identify business opportunities.
  • Meet clients to understand their needs and showcase company capabilities.
  • Contribute to proposals, plans, and marketing materials.
  • Stay informed on relevant technologies to meet client needs.
  • Maintain a multi-year opportunity pipeline using data management tools.
  • Support growth teams with NDAs, teaming agreements, and subcontracts.

Minimum Qualifications:

  • Bachelor’s degree; or the equivalent combination of education, professional training, and/or work experience. 
  • 6+ years experience in Business Development in the federal market with a demonstrable track record of engagement and growth success in pursuing and winning new business.
  • Demonstrated knowledge and deep understanding of emergent mission priorities within Federal Agencies, such as the Veterans Affairs, Department of Labor, Department of Defense, and other select Federal customers.
  • Established and extensive relationships with customers and industry partners across Federal Markets.
  • Proven track record of identifying and closing on new business opportunities in the Federal market and developing successful win strategies early in the capture life cycle.
  • Superior proficiency with Microsoft Office Professional Suite (Word, PowerPoint, Excel) and Google Workspace (G Suite).
  • Ability to obtain and maintain a Public Trust security clearance.

Preferred Qualifications:

  • Track record in a Service Delivery/Operations capacity in the federal market with a demonstrable track record of engagement with Federal customers.
  • Broad exposure to the full breadth Federal portfolio based on prior Growth and/or Operations experience
  • Possess strong background in winning new business with customers in a Consultancy mindset, having detailed knowledge in the areas of Service Design and Strategy, Customer Experience (CX), Employee Experience (EX), Human Centered Design (HCD), Business Process Improvement, Strategic Communications, Program Management and Operations, and Data Science.

Job Location and Travel Expectations:

  • This position will be in DC Metro Area
  • Travel as required
