Development Test Technician Manager
YOUR MISSION
We are seeking an experienced Development Test Technician Manager to build, lead, and develop the technician workforce supporting a multi-discipline test site. You will own the hands-on execution capability of the site — ensuring your team has the skills, tools, training, and processes to safely and efficiently support engine, propulsion, fluids, structural, and systems-level test campaigns. This is a role for a leader who has deep technical roots as a technician or test operator and knows what it takes to build a high-performing, safety-first test site team from the ground up.
RESPONSIBILITIES
- Recruit, build, and manage a team of development test technicians across propulsion, fluids, structural, and systems test disciplines.
- Own the day-to-day scheduling, tasking, and prioritization of technician support across concurrent test campaigns and site operations.
- Develop and maintain technician training, qualification, and certification programs for all hazardous and specialized operations including propellant handling, pressure systems, high-load structural testing, and precision instrumentation.
- Establish and enforce standard work practices, safety procedures, and quality standards for all hands-on test site activities.
- Partner with test engineers and the Site Engineering Manager to ensure technician readiness for upcoming test campaigns and that hardware is prepped, instrumented, and configured to plan.
- Own tooling, GSE, and consumables readiness for the technician team including inventory management, calibration tracking, and maintenance scheduling.
- Lead and investigate technician-level anomalies, near-misses, and safety incidents, driving corrective actions and lessons learned back into site procedures.
- Champion a strong safety culture on the test floor and serve as the primary point of accountability for hands-on operational safety.
- Provide performance feedback, career development, and growth opportunities for technicians at all experience levels.
- Drive continuous improvement of test floor efficiency, turnaround time, and build quality
BASIC QUALIFICATIONS
- Technical degree or certification in avionics, electronics, fluids, welding, or related field
- Significant hands-on experience as a test technician or test operator in aerospace, defense, or high-reliability systems, with at least 3 years in a supervisory or lead technician role.
- Direct experience supporting test operations across propulsion, fluid systems, or structural test disciplines.
- Deep knowledge of hazardous test site operations including propellant handling, high-pressure systems, and load application equipment.
- Proven ability to build, train, and retain a skilled technician workforce in a fast-paced environment.
- Strong understanding of safety compliance, OSHA requirements, and range safety standards applicable to test site operations.
- U.S. Citizenship required due to government contracts.
PREFERRED QUALIFICATIONS
- IPC/WHMA-A-620 and IPC-A-610 certification
- Familiarity with ERP and MES systems for production tracking
- Background in automated test equipment and GSE integration
- Familiarity with data acquisition systems and test instrumentation
- Experience with multiple types of propulsion systems
- Experience interfacing with regulatory agencies and range safety authorities
- Prior experience standing up or scaling a test facility
- Active DoD clearance or ability to obtain one
