Proposal Operations Lead

Based in Westminster, Colorado, our team is seeking an enthusiastic, motivated, and detail-oriented Proposal Operations Lead to manage the mechanics of proposal production within our capture processes. 

Leading the proposal production process, as much as possible, this role lives in the proposal stage of our gate system capture processes.  This role will interface closely with the business development team, programs teams, and technical leadership to develop proposals, bid, quotations, RFP responses, and other documents describing organizational capabilities and services of the company in response to requests from prospective customers. As part of the team, you will be supporting all aspects of tactical day-to-day and strategic bookings.  The Proposal Operations Lead will lead proposal production for all proposal activities, with support from the business development leadership team. 

As the proposal team leader, you will work closely with the engineering teams to align technical solutions with customer needs. You will oversee input from many stakeholders, manage the schedule, validate compliance, and generate high-quality technical proposals. The ideal candidate is positive, confident, and adaptive. They will be familiar with aerospace industry best practices and methods and have the insight and desire to improve upon them. This position requires excellent communication skills and the ability to interpret, understand, and summarize feedback into the sales operating/management information systems. To be successful, you should be a self-starter who shows initiative in compliance excellence, gate reviews, and adherence to processes.

This position is open to U.S. citizens only (U.S. citizens, or lawful permanent residents), as required by applicable laws and regulations.

Responsibilities 

  • Manage End-to-End Proposal Production – Own proposal lifecycle from planning through submission, ensuring 100% on-time delivery across multiple concurrent opportunities. 
  • Design Compliance Matrices and Interpret Solicitations – Create compliance frameworks for multi-volume proposals, interpret FAR/DFARS requirements, and track amendments to ensure zero requirements are missed. 
  • Lead Pink/Red/Gold Team Reviews – Facilitate color team reviews identifying structural issues early, evaluating against customer criteria, and preparing decision-ready executive packages. 
  • Coordinate Cross-Functional Proposal Teams – Manage contributors from Engineering, I&D, F&A, and leadership with clear assignments, balanced workloads, and effective handoffs between solution development and production. 
  • Translate Win Themes into Competitive Content – Convert solution-level strategies into compelling proposal language, ensure alignment with company strategy, and transform technical approaches into evaluator-friendly narratives. 
  • Track Performance Metrics and Optimize Processes – Monitor proposal cycle times, measure review completion rates, analyze compliance gaps, and report on resource utilization for capacity planning. 
  • Maintain Best Practices and Train Team – Preserve institutional knowledge, train Opportunity Leads on compliant processes, participate in APMP workshops, and implement innovative methodologies to improve proposal outcomes. 

Proposal Development and Management 

  • Convert the “voice of the customer” into proposal content 
  • Distill RFP requirements into proposal structure 
  • Adeptly use, maintain, and expand pre-written content from the Proposal Data Library 
  • Make writing assignments and conduct routine tag-ups with writers to ensure progress and content quality 
  • Collaborate and coordinate with internal contributors and subject matter experts to ensure content is complete, accurate, and maximizes business opportunities 
  • Coordinate the proposal process with the I&D team 
  • Write, edit, and format proposal content to meet RFP requirements 
  • Lead daily/ weekly proposal status review meetings to monitor risks and issues and facilitate progress 
  • Develop compliance matrices and uses them to ensure complete compliance with RFP requirements 
  • Lead by example in meeting deadlines and milestones 
  • Ensure the production schedule aligns with delivery requirements and customer expectations 

Requirements 

  • Bachelor's degree in business, communications, technical writing, engineering, or related field required 
  • Master's degree preferred 
  • 5-10 years of experience in proposal management, preferably in government contracting or aerospace industry 
  • Proven track record of 100% on-time and compliant proposal submissions 
  • Experience with APMP methodologies preferred 
  • Demonstrated success managing complex, multi-volume proposals 

Technical Proficiency 

  • Strong proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) 
  • Experience with CRM systems and proposal management platforms 
  • Familiarity with government submission portals and platforms

Compensation and Benefits 

  • $110,000 - $139,000 based on role and experience
