Barbaricum is seeking a Senior International Capability Development SME to support the J3-I Interoperability Branch for an anticipated opportunity. Primary function is to support J3-I assigned Partner Nations in development of capability roadmaps to improve their integration with US SOF, and to enable and improve PN participation in USSOCOM and SOF component capability development efforts (training, education, force development, exercises). Develops quantifiable assessments of PN SOF interoperability with US SOF and other partner nations.
Responsibilities
- Facilitate, support, coordinate, conduct research, analyze data, and draft solutions leading to quantifiable improvements in PN SOF interoperability
- Draft inputs to and assist in PN SOF integration into developmental working groups, experiments, and war-games
- Coordinate PN SOF participation in interoperability programs including Bold Quest, DISA CIAV, and Mission Partner Environment Working Group (MPEWG)
- Conduct research, collect and analyze data on PN SOF capabilities and gaps; draft and maintain PN SOF capability profiles for each assigned nation
- Support development of interoperability objectives for J3-I assigned PN SOF
- Draft and maintain roadmaps tracking progress by each PN toward achieving SOF Commander's interoperability objectives
- Coordinate PN SOF participation in pre-mission training and US exercises per established training objectives and interoperability roadmap
- Support PN efforts to align SOF acquisition programs with US security cooperation and assistance mechanisms; track all USSOCOM PN SOF security cooperation activities and cases
- Draft plans for and support TSOC efforts to support SOF-related defense institution building within J3-I countries
- Perform duties as Foreign Disclosure Representative (FDR) for assigned PN personnel
- Perform close-out and escort duties as part of the Division's Security Procedure
Qualifications
- Active Top Secret clearance with SCI eligibility
- Graduate of US SOF component selection and assessment program such as US Army Special Forces Qualification Course (SFQC), Basic Underwater Demolition School (BUDS), or another SOF component equivalent
- Bachelor's degree in international relations or related field
- Demonstrated experience in at least one of the following: (a) completion of formal program of instruction from a DoW training organization covering basic tenets of US Security Cooperation (examples: DAU, JSOU, US Army CGSC, US Army or US Navy Special Warfare courses), (b) operational experience working with international military forces (JCET, joint exercises, or joint combined operations such as Afghanistan or Iraq), or (c) assignment to an international military organization or coordination center (e.g., Joint Staff J7 or COCOM staff working with international partners)
- Demonstration of ability to work with and through international SOF partners is required
- 15 years combined military SOF and regional experience working special operations in a joint, combined, and interagency environment
- Graduate of a Joint Professional Military Education course, Intermediate Development Course, or a Senior Professional Military Education course
- Experience with Foreign Disclosure and working with international partner information exchanges
Additional & Desired Qualifications
- Experience with US security cooperation mechanisms (FMS, FMF, IMET, Section 333, 1202, 1205)
- Familiarity with defense institution building (DIB) programs
- Experience developing capability roadmaps or interoperability frameworks
- Experience on the incumbent J3-I contract or direct familiarity with the Interoperability Branch mission
- Experience with NATO SOF HQ (NSHQ) or allied SOF organizations
- Background in SOF-peculiar equipment interoperability or communications systems
