Description:

C3EL is seeking a Business Analyst in the Digital Modernization sector for the Global Solution Management – Operations II (GSM-O II) contract. This contract includes the Operations, Sustainment, Maintenance, Repair, and Defense of the Defense Information System Network (DISN) within the DOD Information Network (DODIN) in support of the Defense Information Systems Agency (DISA).  It also includes support to other key tasks for DISA, including the transformation of DISA’s operational mission through innovation, and support to DISA’s mission partners.  This position is located virtually in the Scott AFB, IL area. One must live within driving distance of Scott AFB, as they will need to be in the office as needed.

The Business Analyst will work directly with customers to capture business and user requirements and communicate those requirements to the team. This role will collaborate with product owners, with IT/network data engineers, data architects, and data visualization/Dashboard experts to translate mission needs into actionable user stories with acceptance criteria, refined datasets and analytics solutions. This position is critical to advancing data driven decision making, improving mission outcomes and ensuring compliance with DoD data and security standards. In addition, this role will be responsible for authoring content and peer reviewing a wide array of documents, including functional, technical, training as well as planning and roadmaps.

Responsibilities will include, but not be limited to:

  • Collaborate with stakeholders to elicit, analyze, and prioritize requirements in support of Agency data integration and analytics initiatives. 
  • Capture requirements as user stories and acceptance criteria in the product backlog, ensuring they are clear, testable, and aligned with mission needs.
  • Act as the liaison between business stakeholders and technical teams to ensure shared understanding of objectives and deliverables.
  • Partner with the Product Owner and Scrum team to refine backlog items, groom user stories, and define “Definition of Done.”
  • Assist in the Development of visualizations, reports and Dashboards that communicate insights effectively to mission and business stakeholders.
  • Support data unification, visualization, and predictive modeling efforts by translating mission objectives into technical tasks.
  • Assist in the design and validation of experiments, predictive models, and AI/ML-driven analytics within the GMS environment.
  • Participate in Agile ceremonies, including sprint planning, daily stand-ups, sprint reviews, and retrospectives.
  • Ensure compliance with DISA STIGs, DoD IA policies, and other applicable security requirements in all development and integration activities.
    Developing, documenting, and communicating the purpose of all relevant data attributes, definitions, and acceptable values to stakeholders, ensuring organizational alignment, and understanding.
  • Conducting stakeholder training as needed and participating in data governance forums as required.
  • Experience collaborating with developers on designing & developing integrations that can integrate Master Data with other systems.
  • Experience working in an agile environment with cross-functional teams.
  • Must be able to work independently and in a team environment with limited direction to complete work assignments accurately and on time, prioritizing multiple requests for competing projects and day-to-day customer support.
  • Participate in User Acceptance testing and recommend improvements.
  • Comfortable working in a dynamic Agile environment.

 

Minimum Qualifications:

  • U.S. Citizenship.
  • An active, in-scope US Government issued Secret clearance.
  • Active CompTIA Security+ Certification (or other applicable 8570 required certification), or ability to obtain one in a short timeframe.
  • 8+ years of experience as Business Analyst working in Agile/Scrum teams.
  • Familiarity with data visualization and reporting tools (e.g., Kibana, Power BI, Tableau).
  • Working knowledge of Elasticsearch, Logstash, and Kibana (ELK stack).
  • Exposure to networking and internet protocols.
  • Experience supporting data-driven projects, including data modeling, unification, and analytics.
  • Strong facilitation and stakeholder engagement skills, with the ability to bridge business and technical perspectives.
  • Experience with JIRA and Confluence.
  • Strong written and verbal communication skills are required to collaborate with customer representatives, domain experts, systems engineers and architects.

 

Desired Qualifications:

 

  • Experience with eliciting, analyzing Mission Dashboard requirements.
  • Experience assisting in the design and validation of Data visualization and Dashboards.
  • Experience and domain knowledge related to data processing, data science or related field.
  • Prior support of DISA, DoD, or federal government data initiatives.
  • Strong analytical skills with the ability to design and validate experiments and data-driven solutions.
  • AWS cloud certifications.

 

Education:

  • Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education, with 8-12 years of professional experience; or 6-10 years of professional experience with a related Master’s degree.
