Description:
C3EL is seeking a cleared professional to support our mission at Fort Sill in Oklahoma. The Webmaster (Web & Systems Developer) provides enterprise web development, systems integration, and automation support to the United States Army Fires Center of Excellence (FCoE). This position supports Microsoft 365 platforms, SharePoint environments, web services, automation workflows, and data visualization tools in a secure DoD enterprise environment. The role requires experience developing, maintaining, and optimizing web-based applications and collaboration platforms in compliance with federal accessibility and cybersecurity standards.
Responsibilities will include, but not be limited to:
- Develop, maintain, and administer SharePoint sites and Microsoft 365 collaboration environments.
- Design and implement web applications, dashboards, and workflow automation solutions.
- Support Power Platform tools including Power Apps, Power Automate, and Power BI.
- Develop and maintain secure web interfaces and enterprise data tools.
- Ensure web content complies with Section 508 accessibility standards.
- Provide support for Azure DevOps or related development lifecycle tools.
- Demonstrate experience, knowledge, and skills regarding Artificial Intelligence (AI), Large Language Models (LLMs), and bot creation to support workflow automation and digital solutions.
- Design, develop, and support web content including Blogs, RSS/News feeds, audio and video, and social networking services and their associated APIs.
- Troubleshoot web application performance and system integration issues.
- Support database connectivity and backend systems integration as required.
- Administer SharePoint permissions and groups, create workflows, and perform content reviews and audit actions for relevant, timely information and compliance with regulations and policy.
- Design and implement links to other DoD websites in accordance with DoD and U.S. Army G-6 standards and regulations.
- Analyze and assess existing and emerging technologies to determine relevance to the web environment, including software assessments, standardization assessments, and site structure assessments, then identify changes necessary to upgrade websites and services.
- Coordinate with IT, AV, and LMS teams to support training and operational environments.
- Utilize Adobe Creative Suite (e.g., Photoshop, Illustrator, Lightroom) and other industry-standard graphic design software as required.
Required Qualifications:
- U.S. Citizenship.
- An active, in-scope US Government issued Secret clearance.
- 2+ yrs of relevant technical experience.
- Current DoD-8570 IAT Level 2 baseline certification (Security+ CE, or equivalent).
- Professional experience in web development and enterprise systems support.
- Software experience in MS 365, Power BI, Power Apps, Power Automate, Dataverse, Azure DevOps, Azure Storage, X code, VS Code, and PowerQuery.
- Experience with Microsoft 365, SharePoint administration, and collaboration platforms.
- Experience developing web-based applications using modern development frameworks.
- Experience performing graphical design, site planning, and layout of web applications, websites, and web-related services using dynamic and static web interfaces.
- Experience coding with HTML, DHTML, VB Script, Java Scripts, and Cascading Style Sheets.
- Skilled coding experience with programming languages, frameworks, and CMS platforms including HTML/HTML5, CSS, XML, JavaScript, JSON, PHP, SQL, MySQL, Swift, AJAX, Bootstrap, JQuery, SASS, Joomla!, WordPress, Drupal, Adobe Experience Manager (AEM), Concrete 5, Git, GitHub, Azure DevOps, PySpark, and TypeScript.
- Familiarity with secure coding practices and DoD IT environments.
- Familiarity with Section 508 of the Rehabilitation Act of 1973 and the Architectural and Transportation Barriers Compliance Board Electronic and Information Technology (EIT) Accessibility Standards.
- Solid oral and written communication skills.
Required Certifications:
- Must meet required certification requirements associated with the designated labor category.
- Must maintain required cybersecurity compliance credentials where applicable.
Preferred Qualifications:
- Experience supporting Army or DoD enterprise environments.
- Experience with Azure DevOps or similar development lifecycle tools.
- Experience integrating automation or AI-driven solutions.
- Experience with database management and backend integration.
- Experience ensuring federal Section 508 compliance.
Education:
- Bachelor’s degree in computer science, Information Systems, or related field of study; OR five (5) years of Web and Systems Development related experience is required.
