Construction Engineering Technician

Copper River Technologies is seeking an experienced Construction Engineering Technician (CET) to provide on-site support for NAVFAC and U.S. Army Corps of Engineers (USACE) construction projects in Philadelphia, PA. The CET plays a key role in ensuring quality control, safety compliance, and technical oversight for large-scale commercial, industrial, and military projects. Working closely with the Construction Manager, contractors, and government stakeholders, this position helps ensure projects are delivered on time, within budget, and in full compliance with government standards.

Responsibilities (include but are not limited to):

  • Coordinate and monitor the Construction Quality Management (CQM) program.
  • Review and provide recommendations on contractor Quality Control (QC) plans.
  • Participate in preparatory, initial, and follow-up inspections, ensuring accuracy of checklists.
  • Inspect construction activities, materials, and workmanship for compliance with project specifications.
  • Validate material quantities, conditions, and invoices prior to government approval.
  • Review and witness testing/commissioning of critical systems (HVAC, electrical, fire protection, roofing, etc.).
  • Maintain project documentation, including daily reports, progress photos, and quality records.
  • Review Activity Hazard Analyses (AHAs) and Accident Prevention Plans; support jobsite safety programs.
  • Monitor contractor compliance with NAVFAC P-307 crane safety requirements.
  • Assist the Construction Manager with drawings, specifications, RFIs, and schedule reviews.
  • Support pre-bid site visits, preconstruction meetings, and contractor kickoff conferences.
  • Monitor progress schedules, invoices, and contractor reports to ensure contract compliance.
  • Verify environmental compliance and accuracy of as-built drawings.
  • Coordinate temporary utilities, permits (hot work, excavation), and laydown/storage areas.
  • Support project closeout, including punch lists, final inspections, O&M manuals, warranties, and as-builts.
  • Assist with contract modifications, government cost estimates, and proposal reviews.
  • Ensure official contractor correspondence and submittals are documented and tracked.
  • Support contractor performance evaluations and compliance reporting.

Essential Job Qualifications and Requirements: 

  • Experience:
    • 5+ years as a Quality Control Manager on NAVFAC or USACE projects, OR
    • 10+ years as a trade foreman (Concrete, Mechanical, Electrical, Masonry, or Carpentry) on commercial, industrial, or military projects (residential experience not accepted).
  • Certification:
    • Construction Quality Management (CQM) for Contractors (NAVFAC/USACE) — must hold prior to start or obtain within 60 days.
    • OSHA 30-Hour Construction Safety certification — must hold or obtain within 30 days.
    • Ability to pass an open-book EM 385-1-1 Safety and Health exam within 15 days of hire.
  • Preferred Qualifications
    • Previous experience supporting NAVFAC or USACE military construction projects.
    • Familiarity with NAVFAC Business Management Systems (BMS) and federal construction processes.
    • Knowledge of federal contracting and documentation requirements.
    • Strong understanding of construction quality control, safety standards, and contract compliance.
    • Familiarity with scheduling, commissioning, and construction materials.
    • Excellent communication and coordination skills across multiple stakeholders.
