Program Manager
Coho Technology Solutions is seeking two Program Manager to provide overall leadership and oversight for the Census Bureau’s Transformation & Application Modernization (CenTAM) BPA initiative in Maryland. This role ensures cost, schedule, quality, and security objectives are achieved across all task orders, guiding a complex System of Systems (SoS) architecture. The Program Manager leads planning, governance, and delivery of large-scale IT initiatives using agile, iterative methodologies to support modernization and operational efficiency.
Responsibilities (include but are not limited to):
- Oversee BPA and task order execution, ensuring alignment with cost, schedule, quality, and security goals.
- Manage program governance, risk management, and financial controls.
- Lead large-scale IT transformation and modernization initiatives.
- Serve as the primary liaison with the Contracting Officer and government technical leads.
- Promote iterative development and agile best practices across program teams.
- Lead cross-functional coordination among program teams to ensure integration and effective communication across all task orders.
- Establish performance metrics and dashboards to track progress and report results to senior government leadership.
- Drive continuous process improvement through lessons learned, best practices, and knowledge sharing.
- Ensure compliance with federal acquisition regulations, contract deliverables, and security policies.
Essential Job Qualifications and Requirements:
- Education:
- Bachelor’s in Business, Management, Computer Science, or related field; Master’s or PMP/PgMP preferred
- Experience:
- Minimum 15 years in IT program management, with at least 5 years supporting federal agencies
- Proven success managing complex, enterprise-wide modernization initiatives
- Demonstrated experience overseeing multi-contract programs (BPA, IDIQ, GWAC)
Position Pay Range
$140,000 - $200,000 USD
