Sr. Program Manager
Coho Consulting Group is seeking a superior Senior Program Manager to provide comprehensive contract and on-site project management support, ensuring effective execution of program objectives and maintaining alignment with government priorities for Office of the Secretary of Defense, Space Portfolio Division (SPD) in Arlington, VA. The SPD plays a critical role in supporting the Department of Defense (DoD) by delivering strategic and operational expertise to achieve mission objectives established by the Office of the Secretary of Defense (OSD). SPD provides specialized support in the acquisition and management of diverse space and real property assets.
Responsibilities (include but are not limited to):
- Develop and oversee a full-scale Project Plan that aligns with organizational goals and government objectives.
- Define project success criteria and secure approvals from program leads, senior management, and executive leadership.
- Manage project dependencies, schedules, and risk mitigation strategies.
- Serve as the primary liaison with stakeholders, proactively managing project scope, crises, and contingencies.
- Direct and integrate the contract personnel team, ensuring cohesive program governance and performance management.
- Maintain and update the Master Project Plan, including scope, schedule, quality, risk, communication, and change management.
- Ensure compliance with DoD, GSA, and NARA federal recordkeeping requirements.
- Deliver monthly progress reports and quarterly In-Progress Reviews (IPRs) detailing performance, staffing, and project outcomes.
- Oversee quality assurance and ensure alignment between SPD operations and WHS policies.
- Participate in meetings and briefings, producing white papers, minutes, and responses for government review.
Essential Job Qualifications:

- Master’s degree or higher required
- PMP required
- Required Experience and Skills
- Minimum of 20 years of progressive program management experience, including supervisory roles
- Proven success in planning, developing, integrating, and executing major research, engineering, and development efforts for defense agencies
- Demonstrated experience managing complex projects with extensive and diversified requirements
